To the Security Council of the Terraconserva Council of Nations

Sponsored by: the Democratic Republic of Kivu and the Montesayettean Commonwealth.

Preambulatory

Recalling the principles and objectives enshrined in the Charter of the Terraconserva Council of Nations,

Noting with grave concern the deteriorating human rights situation prevailing in the Democratic Islamic Republic of Sconia,

Expressing deep alarm at the reports of widespread and egregious violations of human rights, particularly pertaining to the infliction of cruel and inhumane punishments, including flogging, stoning, and burning individuals alive,

Recognizing the importance of promoting and safeguarding universal human rights, while respecting the sovereignty of states,

Emphasizing the need for a measured response to address the situation, in line with the principles of diplomacy, dialogue, and international cooperation,

Operative:

Strongly condemns, in the strongest terms, the utilization of cruel and inhumane punishments, including flogging, stoning, and burning individuals alive, and expresses profound concern regarding any state-sanctioned actions that endorse or facilitate such practices, which are inconsistent with universally recognized human rights norms;

Calls upon the authorities of the Democratic Islamic Republic of Sconia to promptly and effectively cease the utilization of cruel and inhumane punishments and to undertake immediate measures to repeal any legislation that legitimizes or fosters such practices, in order to fulfill their obligations under international human rights law;

Urges the Democratic Islamic Republic of Sconia to initiate impartial, thorough, and transparent investigations into reported human rights violations, ensuring accountability for those responsible for perpetrating such acts, and to provide appropriate remedies and support to the victims;

Decides to implement restrictive measures in relation to serious human rights violations in the Democratic Islamic Republic of Sconia, including, but not limited to:

1. The application of limitations on the admission of individuals directly implicated in the commission of human rights abuses, with a view to ensuring accountability and preventing further violations;

- Asset freeze and prohibition to make funds available
- All assets of the listed persons and entities should be frozen. It is also prohibited to make any funds or assets directly or indirectly available to them.

- Member States shall enforce travel restrictions on persons deemed directly implicated in the humans rights violations.

2. The adoption of measures to regulate the export of equipment that may potentially be employed for internal repression, in order to prevent the perpetuation of human rights violations;

- Restrictions on equipment used for internal repression
- It is prohibited to export equipment which might be used for internal repression to Sconia. Related technical or financial assistance and services are also prohibited

3. Encouraging vigilance in the import of telecommunications equipment that could potentially be misused for surveillance and repressive purposes;

- Telecommunications equipment
- It is prohibited to export equipment or software listed in... intended for use in the monitoring or interception by the Sconian regime of the Internet and of telephone communications in Sconia. Related assistance to install, operate or update such equipment or software is also prohibited.

Calls upon all member states to diligently implement and enforce the restrictive measures outlined in this resolution, while adhering to their international obligations, and to provide full cooperation and support to the Terraconserva Council of Nations in monitoring and reporting any instances of non-compliance with the measures imposed;

Requests the Terraconserva Council of Nations Human Rights Council to closely monitor the human rights situation in the Democratic Islamic Republic of Sconia, and to provide regular reports, including recommendations, to the Security Council, with the aim of fostering a constructive dialogue and promoting human rights improvements;

Decides to remain actively seized of the matter and to consider further measures, as necessary, including the possibility of additional actions, should the Democratic Islamic Republic of Sconia fail to demonstrate tangible progress in addressing the human rights concerns expressed in this resolution;

Encourages all member states and relevant international organizations to extend assistance and support to the Democratic Islamic Republic of Sconia in its efforts to promote and protect human rights, including through capacity-building initiatives, technical assistance, and the exchange of best practices;

Calls upon the Terraconserva Council of Nations Human Rights Council to provide regular reports to the Security Council on the implementation of this resolution, including the progress made by the Democratic Islamic Republic of Sconia in addressing the human rights situation and complying with the measures outlined herein;

Decides to remain seized of the matter.
