It is important to be able to identify soldiers' bodies so their families and the military can confirm their deaths and hold funerals.
Accurate blood type is necessary for proper blood transfusion. Certain blood types will have transfused blood cells destroyed by the body when given to individuals of other blood types.
The proposal is very micromanage-y and dog tags are likely much less durable than other ways of identifying bodies, such as tattoos, DNA, birth marks, dental records, etc. This proposal may not do much.
Soldiers should be allowed to destroy their tags if they have a reasonable fear that showing the enemy their information will put them or others in danger. Clause 7 prohibits this.
