Don't go to college, go to university instead. There is a difference. At least where I am.
Colleges offer 3 year programs, from which you graduate as professional bachelor.
Universities offer bachelor, master's and doctor degrees.
And professional bachelor is not the same as bachelor. If you want to start Master's degree, it will be 3 years, instead of 2.
And it is considered half higher education degree, not full.

I only know of Norway that education is free there and of dutch (technical) universities that they are respected by MITT.
Most Nordic countries provide full courses in English. The Netherlands does too. (Albeit with atrocious accent). We are very accommodating for English speakers. Most expatriates have trouble practising Dutch because so many Dutch people automatically reply in English.

But maybe if one specified what area of expertise one wants to study, Moscow/ St. Petersburg will score better.

I think actually speaking the language of the guest country or people speaking your language can help ameliorate the home sickness. Just studying a subject can be taxing enough and if you then want to eat and have to guess what you'll get or have to mime what you want, can be the last straw.

If you go abroad to study, then most certainly you want to see something new, not more of the same. And do you really think that some of the most English speaking countries in Europe are that different from USA? Dutch people automatically reply in English. Good for you. The situation here is completely different. While many people know English and we will help if required, nobody replies automatically in English or mistakenly uses "the wrong alphabet". What you said is that people in your country start to forget their language. Then tell me about culture preservation. The language is one of the main things that define a culture. Because the language is a result of the consequences, formed by the history of the nation and etc. And one always can find a girl and learn the language. So...

Your country is not my country. Universities and Colleges are terms used interchangeably in the US
