Overview
People's Air Force Base Hood Valley (IATA: HOO, ICAO: HOVA) (also PAFB Hood Valley) is a People's Air Force of North Baba (PAFNB) base located in Hood Valley, Raccooniah. PAFB Hood Valley is home to North Baban Air Forces Fusea's 8th Wing, the 4th Special Operations Group, reconnaissance units, 3rd Battalion, 5th Air Defense Artillery, and a variety of associated units. Over 14,000 North Baban servicemembers, family members, and Raccooniahan employees live or work within PAFB Hood Valley. It is the only People's Air Force of North Baba (PAFNB) base in Fusea.
The 8th Wing is charged with executing combat operations, receiving follow-on forces and defending the base from attack. As the air component to North Baban Forces Fusea (NBFF), North Baban Air Forces Fusea (NBAFF) provides the command and control structures and personnel necessary to deliver precise, persistent, combined air and space power in defense of an area of responsibility that extends from the entire continent of Fusea to the west coast of North and South Osea and from the Cascade Ocean to the South Emerald Ocean.
In 2020, North Baba and Raccooniah signed an agreement that North Baba would be ceded a site near Hood Valley in Southern Raccooniah Territory for the construction of a military base. Both nations signed a treaty which formalized the cession, set up a survey of the site, paid for by North Baba, and the marking of official borders with fences. All private lands within the borders were acquired by Raccooniah with a North Baban payment facilitating said purchases. Mutual extradition between both sovereign territories was guaranteed as well as the prohibition of any commercial or other enterprise not of a military nature within the sovereign territory.
Due to an interservice agreement, PAFB Hood Valley also hosts the People's Army of North Baba’s North Baban Forces Fusea (NBFF), with PAFNB and PANB personnel sharing the base. Construction of the PAFB was overseen by a delegation from the Raccooniah Ministry of Defense.
To protect the premises and its personnel from any foreign attack, the base has revetments, hardened aircraft shelters, and underground hangars and is equipped with anti-aircraft weaponry and force protection troops.
Single air personnel live in one of the many dormitories on-base and eat in the various dining facilities but may use the civilian restaurants and other food-related establishments in the Base Mall.
Dependents and civilian employees may also use the many support facilities located on the Base Mall, such as fast food restaurants, petrol stations, churches, temples, mosques, banks, thrift stores, fitness centers, the hospital, hobby/arts and crafts centers, movie theaters, bowling centers, libraries, campgrounds, retail stores and automotive workshops. The compact nature of PANB Hood Valley lends itself to walking and bicycling.
Like all NBPAF overseas facilities, the Raccooniah base is self-contained with its own power station, water purification plant and sewage farm. Water taken from nearby rivers and wells for the irrigation systems enables green lawns, flower beds and even ornamental Botanical Gardens.
Regular flights are serviced to and from PNB Handal in North Baba, PNB Hivani in South Osea, and Cyan City International Airport.
North Baban Family Education (NBFE) provides for the education of the children of NBFF families and Ministry of Defense (MOD) personnel with one primary school and one secondary school, Hood Valley North Baban Primary School and Hood Valley School, respectively. The Hood Valley School for Infant Development (HVSID) provides child care for dependents from six weeks to four years old. Serve North Baba operates a Youth Center that provides activities for dependents.

How often does the lottery take place?
We run two lotteries per day: one emphasizing exchanging endorsements (the endotarting lottery), and one emphasizing WA voting (the voting lottery). For each lotterry, we first determine the list of eligible WA nations. We then randomly draw a winner from each list. We finally randomly draw a legendary card to gift to each winner. The selected winners and cards are announced on the regional message board, and are also added to the list of winners below.

Which cards can I win in the lottery?
Gift cards are selected at random with equal odds from among the list of all 
season 1 and season 2 legendary cards available in the deck of regional nation The Northern Light. This list includes some of the most valuable cards available.
It is the end of the month, why was there no lottery today?
On the last day of the month, the lottery winners are not selected randomly. Instead, legendary cards are gifted to the winners of three top-10 categories of the WADP monthly awards. Additionally, epic cards are gifted to the winners of all awards other than the New WA Member Shout-out. Therefore, competing for the WADP monthly awards provides you with another way to win multiple free cards: up to three legendaries and five epics per month!
Legendary gift cards are selected in the same way as for the daily lottery. Epic gift cards are selected randomly from among the epic cards available in the decks of nations Card farmer 1 to Card farmer 2500.

Yes! You can join The North Pacific Cards Guild, which will allow you to take part in all sorts of card-related activities, such as collection competitions, pull events, and so on. In particular, you can request any non-legendary card you want in our Great Card Giveaway, and we will gift it to you as soon as we find it.
Additionally, you can participate in the executive government and win free legendary and epic cards through the Executive Card Rewards. To maximize the number of cards you can win, you can join the Executive Staff, Cards Guild, and North Pacific Army.
