Dude, look. Let me be straight with you. 7 million or whatever you lowered it to is unrealistic. Is it so unreasonable for them to ask you to keep it at a realistic level? There's no WWII going on, you shouldn't need more than 2 million people to defend yourself, and you can only have that much with at least 60-70 million citizens according to SR rules.
