You can not exceed your maximum troop count limit. yours is certainly noy 100 million as your population can not support that.

He didn’t actually militarize the space program, I think. From what I can tell, he turned the pods where he launched rockets to pods where he launches missiles. That’s what I understood. (Also Yeah, 100 mil soldiers is way too much)
