Legal definition: A portion of the Constitution specifically defining what constitutes a treaty or interregional agreement and further acknowledging it as separate from a bill, motion, or law.

Process for ratifying: An explicitly defined process for ratifying and legally instituting the above.

Both would be good as it would provide a system to get our treaties more known and organized in a offical mannor

I believe that we should both have a constitutional clause and a process for ratifying treaties with other regions. Specifically, I believe that as the Department of Foreign Affairs is a sub organization of the Council, I think that all treaties negotiated by The League should be put to approval to the council, much like a CRB or CRM.
