1. No, from my experience it can lag people's PCs and the like. It'll be suppressed immediately and in some cases can be considered attempted denial of service attacks, but that's like, worst case scenario- not sure if it would entirely apply to the NationStates RMB format, but regardless, no.
Additionally that is a Violation of L.R.035 1.1.3

Considering it can't be understood by pretty much anyone here without a translator. But that's more of a personal opinion than an outright fact.

I would probably call either the FBI or the CIA because hacking and getting a password of a NS account doesn't need a nation.

Call ThaeCIA. They'd stop the hacker in no time.
