It's a bit of both tbh, you can choose to simply ignore the stats to fuel your roleplay needs, or to implement the stat changes for a more realistic and challenging roleplaying/gameplay experience. But for more roleplay, the Forums, Factbooks, and Dispatches are always there for your worldbuilding needs.

Welcome to the world of Nationstates, and thank you for choosing Spitirus as your resident region!
There are many ways to enjoy the game of Nationstates. Primarily, players run and shape their nations through the answering of "issues". These are essentially scenarios that address social and moral dilemmas or other problems. Issues are generated every five hours, and you can have a maximum of five issues at any time (but don't worry, they don't dissappear!). They can be accessed here!
There is also a funky deck building "game", which works by collecting nation's cards. You can earn nation cards by opening packs, which are given randomly by answering issues.
There is also the Forums, where you can discuss social and political topics, Roleplay, or find support!
There's the World Assembly, where you can write and vote on laws which affect all member states.
There are a few more niche details and mechanics, but I'll spare you from a longer essay for now hehe
