Since nobody is roleplaying as Montenegro, Montenegro has already joined.

Serbia will start preparing insurgency in Ottoman Empire as well as spy networks. The main goal of activities is to intensify national consciousness, and prepare the people for a revolt in case of the war.
Serbian leadership has also held secret meetings with albanian separatist trying to get them to accept the serbian governance as an autonmous state, in return to give them autonomy in southern kosovo too once it becomes part of serbia.

The government has been secretly stacking military equipment in preparation of future war. Recently the king Peter I has pushing liberal economic reforms, despite his socialist views due to interest in investors due to small size of the nation.

Erm… Serbia was not part of Austria-Hungary. They had been independent since 1867. Plus Bosnia and Herzegovina was formerly Ottoman controlled.
