If the Prime Minister agrees with this idea, I propose he include himself in the mandatory requirement (wouldn't want there to be a double standard between Senatorial activity and the activity of the PM). Plus it would also allow him to express his concerns in a preemptive manner, as opposed to making them known and imposing his will retroactively.

I doubt the PM was seriously proposing this, he was trying to employ rhetoric.

If we seriously followed a criteria by which Bennisia should be expulsed for inactivity, there would be quite q few more senators in need of expulsion.

I doubt he was seriously proposing it as well; I don't believe that arguments of activity are really valid when we have many individuals who are often absent. I appreciate efforts such as those by Unity to preemptively address an absence and would love for that to be how our culture of government operates, but I do not see it occuring any time soon.

If we were to follow that rhetoric, there would be members of the High Court, Administration and Senate who should be expelled from their positions.

I'll show you respect after you do the same for everyone else.

I have come to the decision that it is time for me to depart from this region, and from NationStates as a whole. It has been a privilege to have served as a member of this regions legislative Senate, first as a member of the Activist Party and then as a member and Deputy Leader of the Social Bloc Party. I have been playing NS now for over a year, and in that time I’ve only been a resident of three regions. First, Force, where I served as Minister of Foreign Affairs. Then, NWA. I also served as Prime Minister of the region Heart for a short period, probably my most challenging task. I have made some good friends and met many good adversaries, and would like to mention them; Renegalle, Libertatis Regalis, Seoul Pyongyang, Granluras, Nydaymos, Becklana, USGCR, Ghan, UDR, UCP, Riost and many many others. I would like to thank those of you who put up with me when I was being annoying; I’d like to thank those of you who have helped and supported me in my political endeavours, and I would like to extend my apologies to anyone I hurt, upset, annoyed or offended. It has been an honour to be a part of this community and I will miss you all. Monthly Immigration Ministry Report for March 2019
Written 3-30-19

The Immigration Ministry brings you your monthly report on our region’s growth. This month we started with 583 nations with a regional WA percentage of 61.1 percent. We steadily grew over time and reach a new all time high and a new high for 2019, 605 nations. After that it has fluctuated between high 500’s and low 600’s, thanks to my API recruitment. At the time of writing this we are at 594 nations and a regional WA percentage of 62.2 percent. We are still having high numbers after the merge with dawn, and our population is steady with not many random jumps.

Let's read this with me, it's not hard to do it, I wrote this law and you guys approved it nearly unanimously, maybe you guys just didn't read it and flipped a coin while voting though, idk I would expect that from our senate:

L.R. 109 Article 2: Choosing the Senate Clerk

"Section III
Upon elected, the Senate Clerk shall serve in the position for 6 months, and will be allowed to seek re-election if he wishes to."

I was elected about 3 months ago, here you can see it on this post: page=rmb/postid=33951688

I will be probably resigning in a few weeks senators, just wait a bit and go do something else, there are bills on the docket for you guys to vote, but the senate documents are, as always, up to date.

The current vote was initiated on a mistaken notion that the current Senate Clerk had resigned. As this is not the case, the vote will be suspended, as the Senate Clerk term is 6 months as layed out by L.R. 109.

Preamble: To add onto the Senate’s procedures to account for a delay in the formation of a Coalition we hereby pass this resolution to add onto the end of L.R. 97

SECTION 5: The formation of the Majority Coalition

When a Senate term begins the party’s of the Senate shall have three days to affirm or amend their coalitions.

During the first, second and third days of the term should no coalition be made Senators shall inform the conductor of the possible Chancellor election there notice of candidacy. This notice must be made on the Senate Regional Message Board.

Should there be no official coalition by the end of the third day of the term a Chancellor election shall be called using the notices submitted during the three day period.

The Chancellor election shall last from the beginning of the fourth day of the term to the end of sixth day of the term where the new Chancellor will be ordained on the seventh day of the term. Unless this is not possible due to close elections in accordance with subsection A

The Senate parties shall have until the end of the fifth day of the term to form a Majority coalition, after the fifth day has ended no Majority coalition can be formed.

After the Chancellor is elected the Chancellor shall appoint a Deputy Chancellor who cannot be in the same party as the Chancellor. There is no election for the Shadow Chancellor.

The conductor of the Chancellor election shall be the previous term Chancellor if they remain a Senator. Should the Chancellor from the previous term no longer be a Senator than the Deputy Chancellor from the previous term shall conduct the election unless they are no longer a Senator themselves. Should neither the previous Chancellor or previous Deputy Chancellor quality to conduct the election, as a Senator must be the one who conducts it and who is not the Monarch, than the previous Shadow Chancellor should they still be a Senator shall conduct it. In the very unlikely event that the previous Chancellor, Deputy Chancellor and Shadow Chancellor cannot conduct the election the previous Senate Clerk shall conduct the election if they are a Senator if they cannot than the Deputy Prime Minister shall.

Subsection A

The Chancellor must be a Senator. The election shall have up to 3 rounds of voting, in the first round all valid candidates who gave notice shall be on the ballot after the first round if no single candidate can reach a majority of the Senate body as a whole than it shall go into a second where the first and second place holders shall be on the ballot, should there be a tie for the either first or second than all the candidates who are tied in those two positions shall be put onto the ballot. After this second round of voting should no candidate gain a majority of the Senate body as a whole than it shall go into a third round of voting where only 2 candidates may be on the ballot. If there is a tie for the first and second place positions the Deputy Prime Minister shall break the tie for both positions if they are tied. (example; if there is a two way tie for first and second the Deputy Prime Minister shall cast a vote to two candidates making a clear first and second order; should the Deputy Prime Minister in casting their vote cause a second place candidate to tie with the first place candidate the Deputy Prime Minister shall again vote to break the tie, the Deputy Prime Minister shall vote until there is no more ties and there is only two top candidates). In the third round of voting should no candidate gain a majority of the Senate as a whole, all votes of abstention shall be disregarded and not counted to the majority threshold. If in the very rare case that no candidate can get a majority even without the abstentions counting to the threshold there shall be a 3 day election to the general public to decide the matter.

The Deputy Chancellor, chosen by coalition or appointment shall be the sole position who takes over as Chancellor and there cannot be any position other than Chancellor with more Senatorial powers nor can any other position match that of the Chancellor or the Deputy Chancellor. In the event that the Deputy Chancellor takes over as Chancellor if the two are chosen by coalition the Deputy Chancellor shall become the Chancellor, however if the Chancellor was elected and the Deputy elected the Deputy Chancellor shall hold a Chancellor election the next day after assuming the position unless that day is when the next term begins. When this election is held the election shall last three full days.

When a Senate term begins the party’s of the Senate shall have three days to affirm or amend their coalitions.

During the first, second and third days of the term should no coalition be made Senators shall inform the conductor of the possible Chancellor election there notice of candidacy. This notice must be made on the Senate Regional Message Board.

Should there be no official coalition by the end of the third day of the term a Chancellor election shall be called using the notices submitted during the three day period.

The Chancellor election shall last from the beginning of the fourth day of the term to the end of sixth day of the term where the new Chancellor will be ordained on the seventh day of the term. Unless this is not possible due to close elections in accordance with subsection A

The Senate parties shall have until the end of the fifth day of the term to form a Majority coalition, after the fifth day has ended no Majority coalition can be formed.

After the Chancellor is elected the Chancellor shall appoint a Deputy Chancellor who cannot be in the same party as the Chancellor. There is no election for the Shadow Chancellor.

The conductor of the Chancellor election shall be the previous term Chancellor if they remain a Senator. Should the Chancellor from the previous term no longer be a Senator than the Deputy Chancellor from the previous term shall conduct the election unless they are no longer a Senator themselves. Should neither the previous Chancellor or previous Deputy Chancellor quality to conduct the election, as a Senator must be the one who conducts it and who is not the Monarch, than the previous Shadow Chancellor should they still be a Senator shall conduct it. In the very unlikely event that the previous Chancellor, Deputy Chancellor and Shadow Chancellor cannot conduct the election the previous Senate Clerk shall conduct the election if they are a Senator if they cannot than the Deputy Prime Minister shall.

Subsection A

The Chancellor must be a Senator. The election shall have up to 3 rounds of voting, in the first round all valid candidates who gave notice shall be on the ballot after the first round if no single candidate can reach a majority of the Senate body as a whole than it shall go into a second where the first and second place holders shall be on the ballot, should there be a tie for the either first or second than all the candidates who are tied in those two positions shall be put onto the ballot. After this second round of voting should no candidate gain a majority of the Senate body as a whole than it shall go into a third round of voting where only 2 candidates may be on the ballot. If there is a tie for the first and second place positions the Deputy Prime Minister shall break the tie for both positions if they are tied. (example; if there is a two way tie for first and second the Deputy Prime Minister shall cast a vote to two candidates making a clear first and second order; should the Deputy Prime Minister in casting their vote cause a second place candidate to tie with the first place candidate the Deputy Prime Minister shall again vote to break the tie, the Deputy Prime Minister shall vote until there is no more ties and there is only two top candidates). In the third round of voting should no candidate gain a majority of the Senate as a whole, all votes of abstention shall be disregarded and not counted to the majority threshold. If in the very rare case that no candidate can get a majority even without the abstentions counting to the threshold there shall be a 3 day election to the general public to decide the matter.

SECTION 6: Non Chancellor Senate Leadership

We first repeal the wording “The exact specifics of these Offices are subject to definitions by the Chancellor.” of L.R. 108 Article III Section B Subsection A

The Deputy Chancellor, chosen by coalition or appointment shall be the sole position who takes over as Chancellor and there cannot be any position other than Chancellor with more Senatorial powers nor can any other position match that of the Chancellor or the Deputy Chancellor. In the event that the Deputy Chancellor takes over as Chancellor if the two are chosen by coalition the Deputy Chancellor shall become the Chancellor, however if the Chancellor was elected and the Deputy elected the Deputy Chancellor shall hold a Chancellor election the next day after assuming the position unless that day is when the next term begins. When this election is held the election shall last three full days.

I would actually prefer that the Chancellor goes to the Party with the most votes in the last Senate Election. It’s simple, and it follows what a Real Senate does. If we are gonna do the European bull crap way of handling our leadership in the legislative body, then turn this into a Parliament not a Senate.
