The Fifth Pahlavi - Part I (May 1000 CE)
Persia was a vast empire, perhaps not as vast as its nearest neighbors, but from the windswept plains of the East, to the fertile land along the Karun in the West, the banners of the Shahanshah flew proudly. For 187 years, since 813 CE, the House of Pahlavi laid claim to the Sun Throne. Reza Pahlavi stood facing his throne. Behind it a wide archway led onto the balcony of the Throne Room from which the sunrise would beam directly into the room. It was early that morning when he looked out of his archway, the sun was just visible, rising reluctantly over the horizon. Pahlavi wore his iron armour engraved with a Lion on its chest plate. He picked up his iron helmet which came equipped handily with devil horns and dyed yellow plumes emerging from the top. The only hint this particular soldier was the monarch would be from the sword bearing lion with a crown, which adorned his forehead. He held the armour under his arm and approached the balcony edge, in the courtyard were the Royal Cavalry, a fully armoured heavy cavalry and a smaller Kingsguard which wore identical armour to the monarch, exempt the crowned sword bearing lion on the forehead.
The King as it were, grimaced, he felt his older and bigger belly bruising against his armour, and the white streaks in his hair becoming black streaks, he could see the concern with which his servants watched his every move in case they'd need to call on a healer.
"I feel that as I grow older, I can sense when eyes are on me," he said without turning around. On one knee, knelt in the archway behind him, the Commander of the Kingsguard, Behnam looked down on the floors and waited. A sword at his hip and a helmet under his arm.
"My eyes, are on the floor, Your Imperial Majesty," Behnam replied.
Pahlavi turned around, "stand you old fool."
Behnam stood.
"Now they're on me," Pahlavi curtly nodded.
"As always, you are correct, my King."
Pahlavi smiled as he walked with Behnam from the archway towards the exit of the Throne Room, "is the caravan ready?"
"Indeed, the messenger arrived for you, nothing was marked urgent, thus, it's been placed with the satchel for you to read later," Behnam responded.
They emerged a few short moments later from the Grand Atrium and into the courtyard where some 200 horsemen waited. The King walked beside Behnam and behind him came two of the Kingsguard. Four horses waited for each of them, the King sat on his white stallion, Regea was its name.
He put his helmet on his head, and his riding gloves on, "thank you," he said to the stable boy. His heels clicked gently at the sides of Regea and he trotted to the front of the caravan, turning to face his soldiers, "if you fall behind, I shall assume you have deserted the army for a pretentious Arab whore. At the very least," he paused, "don't desert us unless its for something of value!"
The men gave him a chuckle before the King turned once more and the gates to the courtyard opened and the thunderous sound of horse hooves pounding against the stone filled the air as the King and his army swiftly left Istakhr for the ride to the North. On the outskirts of the city a further hundred cataphract, these weren't members of the Royal Army, they were the Imperial Army. The King gave a nod to their commander and continued to ride past them, they joined onto the northbound convoy. The convoy slowed down once the city was out of sight, some sixty kilometers, two odd hours, on, they'd slow down, the King would fall behind an initial cordon of the Kingsguard and four scouts were sent ahead. Reza Pahlavi smiled widely, alas, a change of scenery.

I guess that definitely depends how you define great. It’s hard to define its greatness based of the actions of the American government, because 1, the government isn’t the people 2, morality is subjective.
But looking at its more objective accomplishments, I’d say yes.
