You know, now that I think about it, I'm not entirely sure how many monarchies are in Kantrias, but I believe there is a fair number of them. The ones I know of are the Imperial Commonwealth (Povoska and Japan included), Akaramo, Ulm, Uclosa, Southern Sulter, Leutria, TIR, BDDV, Candissia, and Elvburg

Sulter is correct: it is possible that Luna has a Monarchy, but it serves as more of a political or religious symbol than anything else, unlike a Constitutional or Absolute Monarchy. There is also a possibility that they accidentally attained the Monarchy via NS issue, and do not actually possess a monarchy within canon RP.

Well technically we're not really a monarch since the upper council can elect which of its members can be become the next leader, however the power of the leader can also be passed in one member of the ruling family which means we both practice an elective and hereditary way of choosing the next leader.

In the fields outside of the city of Romari, the Kól'beçk 5th Infantry was drilling incessantly. Marching, shooting, drilling, rest, repeat. Over and over and over. The men were weary from the constant, almost habitual motions.

"Prepara! Ipúnte! Fuia!"
A line of sharp crackles were heard as the Anthropelian-made rifles expelled their shells.
"Recargir!"
The column of tired men swiftly grabbed their pouches of gunpowder, pouring a bit into the barrel before packing it down with the ramrod.
"You call that fast? By now, the enemy would have sent you and your buddies to meet the Devil! I want see those guns on your shoulders!"
One man fumbled with his gunpowder, struggling to put it back in his uniform in order to replace the ramrod. The Sergeant eyed him with contempt.
"And if any of you drop your powder, you'll be picking it up from the ground grain-by-grain."

The Romari 5th Infantry was notoriously inept. Undisciplined, untrained, and under-equipped, it was a miracle that they even resembled soldiers. They, alongside the Romari 4th, 8th, and 9th Infantries, were tasked with defending the southeastern border. Comparing the groups side-by-side, it was easy to spot the 5th. A Zoygarian soldier wore a uniform of brilliant navy blue with golden trousers, scarves, and ornaments. Romari's Infantry divisions were nicknamed "The Red-Wrists" for the scarlet ring around the end of their uniform's sleeve. The 5th however, looked nothing like this. With mismatched blue, red, and green uniforms, they looked more like PoW's than one of the finest armies in the Empire. They needed help, and fast. However, that's what Baron Khruvić was there for— appointed by the King himself, he was to become a Sergeant of the 5th Infantry, and whip them into shape.

"Uniforms are on the way," he thought. "But at this rate, not even those will fix their image..."

I imagine something like that would be up to the Sovereign governments of BDDV and Elvburg, ATSO wouldn't really have any say. To my knowledge, anyway.

As long as it doesn't conflict with interests of ASTO or it's members, member states are free to do whatever they wish.
