Fellow nations,

Late last night, a South Canadian task force attempted to occupy the ruins of a nuclear power plant near the old Imperial Capital of former New Nexon. Wintonian intelligence had been alerted to the raid and we saw fit to deploy a contingency force which arrived at the site before the Canadians. Battle took place primarily along the banks of the Lensisus river.

The South Canadians were stopped dead on the shore and failed to secure even a tenuous foothold within the facility. This clear Wintonian victory represents a loss of five war points for the Canadian war effort.

The Lensisus power plant sustained heavy damage during the fight, primarily from Canadian shelling. We have detected radiation leaks from all but one of the reactor buildings and have deemed the area hazardous to human health. A glut of unexploded ordnance also remains behind, scattered by the husks of Canadian tanks and the skeletons of their fallen planes. A cleanup effort is out of the question while ticking time bombs pepper the site. Wintonian forces withdrew from the plant this morning. We doubt that even the cavalier Canadians would be foolish enough to pilfer the highly radioactive ruins.

This marks a severe escalation in the tensions between our two countries. It pains the people of Wintony to see our hopes for peace dashed so rudely for the sake of petty economic gains. We hope the people of South Canada are as shocked as we are by their government’s hypocritical materialism.

To protect against further incursions, the National Board has authorized the deployment of another airship group and three more divisions to the Arcanum continent. If the Glorious Government is intent on plundering the sacred ruins of our old member states, then we will be intent on stopping them. The doorway to peace does not stand closed, yet, but we warn the Great Leader – and whatever councils might be advising him – that the foot of Wintony is all that holds it open.

Condemning South Canadian Aggression

To the General Assembly,

RECALLING the unspoken agreement between nations that outlined the treatment of territory belonging to former member states.

RECALLING specifically, the agreement that said territories would remain untouched, for the purposes of preserving the natural wildlife in those areas.

EMPHASIZING the importance of these protected lands to both our regional environment and also to regional history.

ALARMED by the persistent and unapologetic attempts by the Glorious Republic of South Canada to pilfer the New Nexon Nature Preserve of all materials – both natural and man-made – for the sole purpose of war production. With especial distress at the cavalier manner with which they have assaulted potentially hazardous facilities such as power plants and missile silos, exposing untold amounts of radiation to the local environment and the region more broadly.

HEREBY CALLS FOR:

1. CONDEMNING The Glorious Republic and South Canadian Aggressionism for its unproductive war effort, it’s despicable warmongering and its disregard for both regional law and environmental health.

2. AUTHORIZING The nations of this council to send scientific surveys to the war-ravaged areas of New Nexon to observe the depth of Canadian depravity and to quantify the effects their destruction has had.

3. APPLAUDING Wintonian efforts to thwart the South Canadian agenda.

Freedharma votes for resolution GA #3 Condemning South Canadian Aggression. The Dharminian people grow worrisome of a preemptive strike from South Canada. This volatile aggressor has declared war on us multiple times now. I urge this body of nations, for my sake and the sake of the region, to give their support to this resolution and put the South Canadians in their place once and for all.

The coalition government of Dominionaire also casts its vote for CON GA #3. We too grow weary of more war. It is time to see past the senseless violence and needless death of war. Human or Domi'jar, South Canadian or Vintonian, we breathe the same air and bask in the same sun.

GA #3 has been posted for several days now. It has received support from multiple delegations and there hasn't been a word of dissension uttered against it. If we were a less scrupulous people, we might assume this was tacit consent and announce it law. But This Council was formed for higher goals, and so we submit ourselves to the will of the world.

Wintony would like to motion for a formal vote on GA#3 Condemning South Canada. We ask that this vote be conducted via RMB poll, to make it more accessible for member states. We hope the nations of the region will be willing.

Last night the Canadian military attempted, once more, to plunder the ruins of New Nexon in direct defiance of a Council-passed resolution condemning such acts.

Wintonian special forces thwarted their designs with robust victories at the town of Two Spoons. Casualties were kept to a minimum on both sides, although the South Canadian air force suffered heavily; several jet fighters and an entire wing of attack helicopters impaled themselves on our AA palisades.

This flawless Wintonian victory amounts to a Canadian loss of 20 war points.

We will continue to check this menace on the continent and urge the Glorious Government to rethink it’s priorities.

We approach a momentous event. In five days, we will see the passing of the second anniversary of VSC day. Two years ago today our nation was still reeling from the disaster at Alphonse. South Canada was a tiger trapped in a corner, traumatized from it’s failed exploits a year prior but now poised to resurge. The Farlandiayns had perished and our first foray into the dark nation had met with capitulation. It was a dark time, but five days later shadows fell over Fargo and the world once again knew peace.

I have given the Glorious Government every opportunity for peace. I had hoped that our similarities might outweigh our differences, and, in time, we might even come to be allies. For sure, their nation has quite a way to come before it can be called respectable, but I held out hope that such a transformation was possible. But a string of violent escalations has left us with little choice. The South Canadians plunder the New Nexon Nature Preserve with one thought in mind: that they might use the material they find there against us.

The time for passive resistance passed us by some while ago. We seek to avoid the mistake so many other leaders have made when estimating the strength of a determined enemy. We will not bow to hope and wait for peace to find us

I have therefore authorized the deployment of the Sixth Fleet to the Arcanum Continent, as well as four divisions of the Wintonian Army Republican Guard. A force that equates to roughly 20,000 war points, the same strength gambled at FOB Alphonse. We do this because the world must be made safe for democracy. We do this because it must be done.

1. The privilege of calling resolutions to formal vote and overseeing the democratic process, including all its technical functions.
2. The authority to moderate delegate speech for indecorous conduct.
3. The authority to label delegations who do not comply with legally binding resolutions, as being in “Contempt of CoN”
4. The right to host the Council Building within their national capital.

The Federation of Dominionaire fully supports the amendment of CoN RC #1. However, we have a couple questions.

Will the Regional Chair be elected or selected?

A fair question and an embarrassing oversight.

The Regional Chair will be elected by a plurality of member states, and revised language will say as much. Terms will last indefinitely, until death, retirement or a call for a new election (no sooner than 30 days from the last).

Below is a link to the text of a draft proposal to codify attractiveness within the region, a subject that our community hotly debated a week or so ago. The FLOW hopes this pleases the region.

Wintonian mathematicians spent many hours debating the nature of this formula and we believe we have created something that accurately and fairly represents both the varied tastes of life and also our statistical reality.

For those who aren't in the know, This is not a formal resolution yet. The FLOW politely reminds our member states that no resolution is eligible for the vote until the Regional Chair approves the draft and sets a time limit for the formal vote to take place. Until then, we have plenty of time to discuss it.

For those who are curious, We have made a preliminary list of nations ranked from most to least attractive on a 1-10 scale according to our formula. The list reads as thus:

1. Freedharma - with a scale-breaking score of 11
2. Decrovania - with a score of 9
3. Wintony/Dominionaire - who tied with a score of 7
4. Lanion Mon - with a score of 5
5. South Canada - with a score of 3
6. Farlandiay - with a score of 1

This list isn't intended to belittle or disparage any nationality, merely to reflect the possible results of a broad survey of the average regional citizens views of how "attractive" each nationality's citizens are.

We live in a time when South Canadian Aggressionism is at an all time high. Given the serious threat the rogue dictatorship poses, the responsibility falls on us to do what we must to defend the region. Wintony has stood, statue-like, in the face of this monster and kept its darker threats at bay. In exchange, we have been belittled and criticized by the same allies who we helped liberate – at great risk to ourselves – for reasons they could only articulate through South Canadian propaganda.

We would feel more humorous about this whole affair if it hadn’t been coupled with direct military action. Lanion Mon has seen fit to withdraw its support against our righteous war effort and has even threatened harm against Wintony itself.

This cannot go unpunished. However, we are not bloodthirsty savages. Effective immediately, Lanion Mon is to be removed from the WTO. As per the treaty conditions, it forfeits both a sizeable War Score bonus, and also our military protection. We hope the leaders of that great state will see the seriousness of the situation and chose to adopt a more diplomatic tone. We also hope to include them in the treaty again soon when the tensions that led to this affair have been resolved.
