Article I. Structure and Sovereignty

Section I. The Republic of Covina shall never be merged with another region, Covina shall not have sister regions or colonies. The Republic of Covina shall not engage in territorial occupation.

Section II. The Republic of Covina has a right for itself to defend and raid another region on accord with threats to its political sovereignty, and independence. Covina is authorized to retaliate against foreign aggression solely for counter and defense. Any unreasonable AGGRESSION towards other foreign political entities is strictly forbidden.

Section III. This Constitution is the written document that stands before the region, no document comes before it however, it can be altered. In times of crisis, this Document shall be suspended.

Section IV. Each section of this Constitution shall be approved by the Parliament through fair voting.

Section V. Any found corruption and bending of this document, Shall be banjected and their government in court ordered by the  Secertary of Justice in a temporarily organized court of cassation.

Section VI. In cases when the Constitution is suspended, The  Prime Minister is to rule relevant disambiguation.

Article II. Foreign Affairs and Citizenship

Section I. The Republic of Covina shall not be only a roleplay nation and is expected to interact with other governments and political bodies. Covina shall be a diplomatic region, trading diplomacy and interacting in N-DAY and Trade Fair.

Section II. Sanctioning other regions is approved, to void any troublesome members from the Republic. If sanctioned, Covina must strictly background check on each resident applying for citizenship and residency.

Section III. Citizens of Covina have a week free of emigrating into another region until citizenship is stripped. If working or moving to another region, the region can not be sanctioned or widely unknown. Exceptions apply.

Section IV. Covina is neutral against conflicts not affecting allies unless the sovereignty of Covina is in turmoil. Covina is permitted to join interregional alliances under regional vote and Parliament's approval. Covina must not engage in conflicts that do not affect herself or her allies.

Section V. Foreign allies are recommended to exchange in the Covina's defense. A region applying for an embassy must go through our embassy policy and must not be sanctioned or problematic. The Foreign Affairs Minister shall decide on each embassy and send an ambassador.

Article III. Governance

Section I. Political power is distributed by two entities, The Parliament and the Council. The Parliament is a group of registered citizens who are eligible to write bills. Bills can change the Constitution and important documents but must be voted on by other Parliament members and Council by a minimum percentage of 50. Any citizen can register for Parliament. The Council is a small group of officials based on ministers of each duty.

Section II. The President deals with internal issues and has control over the Minister of Law and the Minister of State. The Prime Minister handles the external issues and has control over the Minister of Foreign Affairs and the Minister of Defense. However, they are expected to work on each other's front in the council.

Section III. Covina shall be a frontier for its first year. Covina's regional stability is dependent on defenders and allies. Any attempts at returning to governance must be Parliament and Council approval

Section IV. The  Delegate role is used for the Prime Minister only. The delegate's role is to provide World Assembly duties and endorsement. It is up to the Delegate to decide on General Assembly and Security Council recommendations for the rest of Covina as well as provide regional stabillity.

Section V. Elections happen every month and runs by one choice voting. Political parties are permitted however an election is run by the individual nation, not on behalf of the party. Political parties that represent fascism are banned.  The President is the organizer of the elections., .

Section VI. The Parliament can not overlap the Council's decision and vice versa. Parliament is not elected however the Council is based on elected representatives. Each representative is elected separately on each role. Each role has its own department and is the leader of that specific department. Here is the roles of the goverment. ;

Article IV. Judiciary

Section I.If not a citizen and is suspected of a crime, they will be immediately ejected upon confirmation. (depending on the severity.) If a citizen and/or government official is suspected of a crime, they shall be evicted to court. If an election candidate is evicted during the election, the election shall be halted, and if the candidate is found innocent then the election shall be continued, if found guilty, then the election restarts without the convicted candidate.

Section II.Amendments can not alter this section.) Fascism is banned and any member, citizen, and government member convicted of the following; hate crime, homophobia, Nazism, nonegalitarian, and more of that category is immediately banned.

Section III. The regional court is composed of the Council only and is led by the  Minister of Law. The detainee can either: Plead guilty or Plead non-guilty in which the detainee must provide reasoning and evidence against the hearing. There is no reduced sentence if pleaded guilty, however, a guilty who had pleaded non-guilty can receive more punishment on lighter occasions.
