You don't so much "leave a region" as "join a new region." Getting kicked or banned from a region simply sends you to the Rejected Realms, the sinker region for nations forced out of the region they were in. You cannot be banned or kicked from the Rejected Realms, but if your behavior is bad enough to warrant such a thing your nation will probably just be site-banned.
It is not possible to have a playable nation that is in no region at all--every nation must have a region. Hence, you must either move, get kicked/banned, or found your own.
