The proposal is a bad one. It wants to ensure everyone has access to any and all FOSS and criminalize those that fail to comply with the proposal. It means that my country would be at fault if it didn't provide a way for people to access an open software that was only developed for barely used Linux distro or that it would have to sue companies (like Macrohard) until they provide a way for the software to be run on their system. It's just a bureaucratic and IT nightmare.
Furthermore, it establishes a framework for which FOSS developers can establish copyright claims over their forked work, but that goes, imo, against the spirit of the proposal, thus creating also a legislative crisis.
I might be misunderstanding some points of the proposal, but I would reject it anyway because I believe this is not a matter of human rights or fair international competition and thus my country can legislate on the issue without being forced by the WA to do so.
