Respected members of the international community,

Our world stands at a pivotal point in its battle against infectious disease. Scientists and public health experts have repeatedly warned that, in an age of hyper-globalization, we are more vulnerable to the threat of pandemic and contagion than ever before.

Their calls have gone unheeded, and, with so many lives and our economies on the line, we must take strong and swift action to unite as a global community in order to end the pandemic threat. I come today to offer you a path forward, a starting point in our battle for a safer and healthier world.
