Agreed. We've done little to directly curb crime here. Our low crime rate, while not directly competitive, is the direct result of funding Education, Healthcare, and Welfare; when we took away most of the reasons crime happens, we lowered the crime rate. It seems you are on a fantastic path to enlightened and empathetic social consciousness. When an administration of governance recognizes the reasons crime exists and, like yourself Arclandia, makes crime obsolete a consequence occurs: ridding one's nation of prisons. Oh! It saves money.

Then again, one must live with this, my fellow phoenix. Crime will never be completely eliminated.
