You want to talk about dangerous pilots with a home-field advantage, boy do I have a jagged mountain range with bad weather and unconventional aircraft for you.

It's easier to train pilots for extreme weather than it is to train them for almost impossible tight turns and hypermanueverable ornithopters, I would imagine. I could be wrong about that though, since neither condition actually exists to that extreme.

Let's keep in mind though that ironically, your efforts to focus on ensuring your pilots are suited to the tight turns and hypermanuverable ornithropters will actually sabotage any attempts to fight in open conditions.
Your pilots will be absolutely excellent at outmaneuvering anything in tight conditions... and your craft will be absolutely perfect for the role. But...
Try putting a Griffin and their pilot into open air about 300 feet above open plains, with heavily winds blowing constantly in said open space, where there's no cover to try outmaneuvering something twice as fast as the Griffin.

- Being a design constructed to tolerate conditions that most aircraft were never meant to handle, the FA-10 is equipped with numerous heating systems and reinforced components to prevent damage and disruption from ice-buildup or engine-intake of ice and snow.
- Due to numerous design requirements, the FA-10 is equipped as standard to handle STOL duties and has the capability to be retrofitted for VTOL operations, at the cost of increased weight and lessened fuel capacity, alongside losses in manoeuvrability.
- The FA-10 is also preemptively designed to be capable of taking in fuel in-flight, in any future case where the Air Corps has need of such a capability for their mainline fighter.
- While the wing and internal mounts are typically designed for combat munitions and additional fuel, they have the capability to take additional sensors components and countermeasure systems in their place, allowing a wider range of capabilities for the FA-10.

Special Features:
- Practically identical in all ways to the Air Corps' FA-10, aside from necessary developments/modifications/changes that were implemented specifically in order to permit the FA-10C the ability to operate off of carriers.
- Primarily, this included reinforcement of the airframe, changes in the structural framework to permit the tolerance of aircraft launch and recovery from aboard a carrier, though other changes were also made.
- The wings were adapted so that the delta-wing could be folded inwards, to allow for easier storage aboard the carrier & more easily moved through the tight spaces involved, though due to the lack of a rear tail, this does make the aircraft taller by some minor amount when the wings are folded.
- The landing-gear was reinforced, with sufficient modifications added to increase strength, although this does come at the cost of increased weight to the craft.
- A tail-hook was added soas to allow for the arresting gear on Naval Carriers to catch the FA-10C.
- Owing to its carrier-oriented focus, the VTOL modifications were removed from the FA-10C to focus on STOL capabilities, as it was decided VTOL would not be necessary for aircraft directly specialized to be launched from the deck of a carrier, this resulted in less complexity internally, as the design was not forced to cater to the possibility of VTOL features, which left more space for integrated fuel tanks.

Special Features:

Due to the craft's extremely large size, it is capable of taking almost any form of cargo imaginable required by the Air Corps or the Army, this includes the capacity to take onboard at least one H.I.T.S.V. HA-HE 'Mammoth' transport and survey vehicle.
Due to having such large amounts of space available in it's cargo bay, the craft is capable of taking on all forms of cargo. From personnel to vehicles to crates, to alternative cargoes like explosives. In general, this vehicle acts as the main hauling backbone of the Air Corps.

Due to specific design choices made with rails built into the floor of the cargo bay, the crew is able to automatically eject cargo from the craft without manually releasing straps or mounting bolts. This allows more precision during combat-type drops or aid-drops in areas where landings are simply impossible.
Compared to earlier proposed designs, the "Backbone" is capable of taking off with full loads of cargo unassisted.

Special Features:
Originally being a cargo-aircraft hull, the "Bloodhound" design had a significant amount of space available for retrofitting into an AWACS platform, far more than other proposed options of taking developmental ideas from civilian-proposed aerial liners, which had a significantly reduced fuselage-size and would have required sacrifices.
The MA-11E is equipped with numerous sensors systems that allow it to carry out it's operations, with numerous automatic systems and an extremely complicated version of the already-commonplace Advanced Intelligent Automatic Threat Detection System. This enhanced variant allows for information to be retrieved from all allied craft in the MA-11E's operational zone, to be processed by the onboard operators and systems. This system also allows processed information to be relayed back to allied craft, with targeting information and identification data capable of being fed back to the craft, improving combat effectiveness and assisting onboard weapons systems.
Due to being a dual-platform craft for both AWACS and EWS, the craft has been modified extensively with radar-bulges and expanded engine-generator systems, which boosts energy amounts and radar performance to sufficient levels, at the cost of making the craft slower and more fragile than it's cargo counterpart, the MA-11C
MA-11E Aircraft are equipped with radio and sensors jamming equipment, on top of their already plentiful systems, only adding to their effectiveness as an EWS system, however, as these systems are experimental, it is unlikely that they will provide decisive in any situation.
The craft's paint-scheme is designed to camouflage it from radar systems as best as possible, with additional measures taken to help reduce thermal signatures from the engines, however, due to being an AWACS/EWS craft, these efforts are nullified by the vehicle's own substantial sensors output.

The "Flitter" is capable of advanced targeting calculations when mounted with multiple gimbal-mounted sensors, assisting with the act of calculating firing solutions for other vehicles, such as attack helicopters or ground-based batteries and vehicles.
Due to the high numbers of sensors and high-powered cameras, the "Flitter" is capable of constructing an image of the area around it during difficult weather conditions, permitting it to see what most craft may not be able to.
Due to advances in engine engineering, these craft let off little to no thermal radiation, making it difficult for these craft to be identified.
Practical paint-schemes of white, radar-nullifying materials allow this craft to defeat most optical sensors, which allows it to operate in it's mission with far less risks.
The Pilot and Systems Operator are both provided integrated Heads-up-Displays and enhanced control systems that allow them to dictate the craft's movements and other actions with far more reliability and with faster response times.

Special Features:
Designed off of the venerable VT-23 Hull, the VT-23R "Arashi" has substantial improvements to survivability and resilience, based especially on lessons learned from the nature of seawater and sea-air in causing corrosive damage to components.
The VT-23R's main prop is made of reinforced composite materials, making it far more resistant to it's own high speed, especially during emergency manoeuvres.
The main prop of the model is capable of being folded away or detached to allow for easy storage. The craft's large tail-fins are also retractable, which assists even further.
Built as an ASW craft first and foremost, the 'Arashi' has had many significant design choices related to this purpose. Besides being designed to more easily carry integrated anti-submarine weapons, there is a dedicated control console for the SMO, with better integration implemented between this console and the craft's sonar and other sensors.
Due to the craft's design, the 'Arashi' is considered superior to the VT-23-A model previously in use in the Navy, as well as superior to the VT-23-C model used in the Coastal Guard.
Unlike the earlier VT models, the VT-23R is designed with a more traditional, if angular front compartment. The pilot and co-pilot sit side-by-side similar to a traditional model, though significant streamlining has been done to make the craft capable of it's high rates of speed.
The craft's integrated mounting points for torpedoes, missiles and other attachments are adjustable and easily modified in-flight, allowing for the craft to be rapidly adapted to combat conditions and lift requirements.

My forces would not be fighting alone, I'd be sending them over to join with your armies. Morale would not be an issue for them since their discipline is unmatched, so any change in command or forced cooperation with a foreign army would have no effect on their willingness to fight. And no, they don't use old roman weapons. Their uniforms are like a modernization of the Roman uniform which has also been crossed with the WW1 Italian one, and their equipment is all WW1 Italian (Lemat, Carcano, Beretta)

SECTIO I: INSTITVTIONES
The Republican government of Roma Astra is comprised of two institutions: the Senātus Rōmānus and the Imperium Rōmānum. The Senātus Rōmānus is the sacred institution upon which the state of Rome is founded, led by 430 democratically and meritocratically elected Senators and Tribunes. The Imperium Rōmānum is a recently codified institution which is a condensed form of the unique system of autocratic stratocracy established over the millennia by the Cæsars. The two institutions share equal power so that neither may undermine nor arbitrate the other.


Conduct of the Senātus Rōmānus

    . At any given time, the Senate must have and cannot exceed 430 members.


    . The Senate will elect a consul and 𐤔𐤐𐤈 (šūfeṭ) every two years.


    . Any Free Citizen not sympathetic to the Imperator is eligible to be voted into the Senate but may only be confirmed if he and/or she passes an examination of competence.


    . The 5 offices of the Senātus Rōmānus--togatus, quæstor, ædīlis plebis/ædīlis curulis, prætor, and consul are advanced through via the cursus honorum.


    . The 30 man 𐤀𐤃𐤓𐤌 (adir'm) and its three offices--𐤀𐤃𐤓 (adir), 𐤓𐤁𐤈 (rabbot), and 𐤔𐤐𐤈 (šūfeṭ)--operate in tandem with but not exclusively with the larger Senate and may only be staffed by citizens of Punic heritage.


    . Togatus is the first office of the Senātus Rōmānus and the first office within the plebeian cursus honorum. The togati have the power to draft bills, vote on legislation, and elect tribuni plebis. Whatever members of the 400 man Senate are not quæstores, tribuni plebis, ædīles curules/ædīles plebis, prætores, or the consul are togati.


    . Quæstor is the second office of the Senātus Rōmānus and the first office within the curile cursus honorum. There can be no more than 20 quæstores at any given moment. The job of a quæstor is to manage the treasury and national finances.


    . Tribunus plebis is the third office of the Senātus Rōmānus and the second office within the plebeian cursus honorum. There can be no more than 10 tribuni plebis at any given time. The job of a tribunus plebis is to veto unjust legislation, to uphold the tribūnal, and to handle the legal matters of each gens.


    . Ædīlis curulis and ædīlis plebis are the fourth offices of the Senātus Rōmānus. To become an ædīlis, one must be elected from amongst either the tribuni plebis or the quæstores depending on one's respective cursus honorum. There can be no more than 2 of each ædīlis. The job of both curile and plebeian ædīles is to manage national grain stockpiles and ensure public welfare.


    . Prætor is the fifth office of the Senātus Rōmānus and the final office within both the plebeian and curile cursus honorum. There can be no more than 8 prætores at once. The job of a prætor is to handle public amenities, deal with civil unrest, and govern the provinces. Collectively, the prætors run the Roman police force known as the vigiles societatis. Unlike ædīles or quæstores, it is necessary for one to have held all other offices within the cursus honorum to be eligible for prætorship. When a prætor has completed their 10-year term, they may choose to continue serving in the Senate as a proprætor.


    . Consul is the fifth position in the Senātus Rōmānus. There can only be one consul at once. The job of a consul is to collaborate with the 𐤔𐤐𐤈 (šūfeṭ) to guide the Senātus Rōmānus in all affairs. Unlike every other position, a consul may have only one term. After an individual has completed his and/or her consulship, the individual may continue to serve in the Senate as a proconsul.


    . The leader of the 30 man 𐤀𐤃𐤓𐤌 (adir'm) is the 𐤔𐤐𐤈 (šūfeṭ). There can only be one 𐤔𐤐𐤈 (šūfeṭ) at once. The job of the 𐤔𐤐𐤈 (šūfeṭ) is to collaborate with the consul to guide the Senātus Rōmānus and the 𐤀𐤃𐤓𐤌 (adir'm) in all affairs. While anyone may become a consul, only those of Punic descent can become 𐤔𐤐𐤈 (šūfeṭ).


    . The Senātus Rōmānus has the power to hold a referendum to appoint a new Imperator if the current Imperator dies without an approved successor.


    . To become a member of the Senātus Rōmānus, one must first be voted in via popular opinion and then pass a civil service exam. Should he and/or she complete said exam, he/she will become a confirmed member of the Senātus Rōmānus and shall serve until they no longer can or want to. To advance any further, one must begin accumulating the proper amounts of dignitas and auctoritas.


Conduct of the Imperium Rōmānum

    . At any given time, the Imperium Rōmānum must have either an imperator, nobilissimus, or vicarius to lead it.


    . There are no political or ethnic restrictions on who may become imperator.


    . The Imperium Rōmānum functions in a system of provincial military command posts.


    . Imperator is the highest-ranking command post of the Imperium Rōmānum and of the Republic at large. The imperator is the head of the military and of the Imperium Rōmānum, given unrestricted power over both.


    . Noblissimius is the second-highest-ranking command post of the Imperium Rōmānum. The nobilssimus is the imperator's favoured candidate for succession and effectively the Junior imperator. The nobilissimus may have more or less power as the imperator sees fit.


    . Dux is the third-highest-ranking command post of the Imperium Rōmānum. A dux is a special type of military administrator appointed to various provinces that require greater military oversight, such as limes provinces or recruiting-ground provinces.


    . Magister militum is the highest-ranking command post behind imperator, having power on par with that of the nobilissimus and the vicarius.
      . It is the sacred duty of the imperator to uphold public decency and regularly examine any and all public officials for corruption.


SECTIO II: LIBELLVM·IVRA

This Article of the Roman Constitution shall define what the varying levels of civil rights are for the denizens of Roma Astra.



    . There are 4 statuses that any individual can achieve in Roma Astra: civis, socius, auxilius, and servus.


    . A civis is a Free Roman citizen. This status is achieved by "becoming a Roman"--acting, speaking, and identifying wholly as a Roman. Anyone, regardless of background, may join Roman society as a Roman through the complete adoption of Roman culture.


    . Each civis is entitled to: freedom of speech, primary and secondary education, housing, medical treatment, healthcare, and welfare.

      . Each civis has the right to: run for public office, hold public office, dissent without violence, use public facilities, and bear arms.


      . A socius is a Free citizen who does not identify as a Roman. This status is to be given to individuals who belong to one of the many groups of people known as socii who once lived under the Republic.

        . Each socius is entitled to: public trial, primary and secondary education, housing, medical treatment, healthcare, medicare, the right to run for public office, free speech, peaceful protest, and the right to bear arms outside the City of Rome.

          . Each socius has the inalienable right to: freedom of speech, primary and secondary education, housing, medical treatment, healthcare, and welfare.


          . An auxilius is a non-Roman who has earned citizenship via 15 years military service--a full tour of duty--as an auxiliārius or has close blood relation to an auxiliārius who has completed his/her tour of duty.


          . A servus is a military indentured servant. While a servus enjoys certain special rights, they are tied to serving a legio.


          . A servus may only be emancipated from the military if they receive a pardon from their legatus legionis.


          . No servus may be under the age of 25.


          . Violent action cannot be taken against servi under any circumstance, punishable by imprisonment and forceable seizure of property.


          . All citizens, except for servi, must pay taxes in money per mensim.


          . Citizens incapable of paying monetary tax may pay forth grain, livestock, or military service in place of money.


          . Everyone is subject to all these laws without exception, Patrician and Plebe alike.


          . No law may ever be abridged or obstructed.




SECTIO III: BELLVM

This Article of the Constitution shall outline the laws regarding war.


Declaring War

    . Only the imperator may officially declare wars.


    . The exception to this law is if the imperator is not present. In this case, war may officially be declared if all eight prætores agree to declare war upon another country.


    . War can never be declared without proper casus belli.


    . Military service is mandatory for Patricians only.


    . Free citizens must enlist to join the military if they are not of the Patrician class.



IN·BELLVM

    . No more than four legiones may be deployed in any theater.


    . The only exception to this is if the conflict is a proxy war or if the conflict is a defensive war.


    . Additional taxes may be raised to provide for the war effort.



IN·PAX

    . The sizes of legiones will be reduced to discourage any general from attempting a coup.


    . Every miles will be granted extra leave days.


    . Regular training exercises will be held to maintain legio discipline.
