Professor Zakaria Boisón, the head of the department of history at the University of Guršaun, published a controversial article titled "On the Sequoyah Problem". The professor, who became popular within Terranihil for his promotion of the Jewish Holocaust conspiracy theory, has a long track record of publications that, although do not contradict official Terranilian stances on certain issues, still gather significant controversy in and out of Terranihil.

Boisón first argued that although slavery from a modern perspective is generally regarded as immoral, Sequoyah's legalization of slavery in the modern-day is understandable considering the nation's material conditions. Boisón states that centuries ago slavery did not become illegal globally because people had an "epiphanous realization" that slavery was immoral; rather, the world became industrialized enough so that slaves were no longer necessary for production, and then only after was slavery considered immoral. He says that Sequoyah's underdevelopment and lack of industrialization make the legalization of slavery there not only understandable but "perfectly reasonable".

Boisón then goes on to criticize the international community regarding its actions towards Sequoyah. He states that if the world is against Sequoyah's legalization of slavery, then it should assist Sequoyah in industrializing; if the world is intent on not aiding Sequoyah, then it should not protest the legalization of slavery.

To seemingly save himself from government censorship, Boisón states that such a burden does not lie on the shoulders of a nation such as Terranihil, which is not as technologically advanced and wealthy as many other countries, but rather the burden lies on the wealthiest of nations.

He warns, however, of an Aurebeshian dominated campaign in Sequoyah, believing it would only increase the global power of the commonwealth, and more importantly, would allow Aurebeshia a new stronghold in the southern continent. He sees Sequoyah's cutting of ties with Paleocacher as a positive despite the loss of trade because of the successful rejection of Malgan-Aurebeshian globalist capitalist authority. He believes an industrialization campaign headed by developed and peaceful non-Aurebeshian nations such as Quebecshire, Xusma, and San Carlos Islands and Aurebeshian nations that are less "Malganized" such as New Gandor would be the best for Sequoyah and the world.

Following a very long and trying day with much surprising and troubling news, President Fulkerson has prepared a statement for the press addressing the Xusma situation, Ernest Pyle, and Sequoyah. We go now live to the Presidential Residence in Gardena.
Presidential Residence Briefing Room
Good evening my countrymen. This has been a trying weekend and today has been especially taxing on our country. I will address the events of the day in order. First of all, the subpoenas served on the Xussman embassy today were standard legal procedure for a trial. The document requests were for travel records for G4S employees from the embassy and consulate and the embassy was asked to pass the subpoenas along to two entities, a private bank based in Xusma and G4S itself. Our prosecutors wished to have records of financial transactions and property records from those two entities to help strengthen their pending criminal case in international court. Subpoenas are not optional, however it was poor judgement and manners on behalf of the Departments of Justice and Foreign Affairs to foist them with such short notice onto the Xussman embassy. It was also a violation of diplomatic protocol to ask for the embassy's records as they fall under diplomatic privilege. Additionally, subpoenas issued by a Paleocacherian judge have no legal weight in Xusma so the whole endeavor was pointless to begin with unless the Xussman government wished to compel the two private entities to cooperate. The persons responsible for this embarrassing behavior have been disciplined, and we apologize to the Xussman government for their behavior. On the arrests of the two persons in Liberty City, I want to clarify that the arrests did not take place today, they were merely announced. Legal proceedings had already begun against both men in August for their roles in the Liberty City debacle that resulted from the attempted assassination of Ernest Pyle. The man who holds dual citizenship was simultaneously a non diplomatic part-time maintenance employee for the Xussman consulate and a contractor for the G4S company. He rented the hotel suite the men stayed in, arranged the getaway car and plane, and stole the access keys to the office block where the mercenaries made their getaway through the roof door of. The accountant handled several wire transfers for the G4S company and with that money paid for the car and plane and also paid for several other related items. Both men have taken plea agreements and will be testifying in the upcoming trial. They were merely taken into custody today to start prepping for trial and to ensure their safety now that it is publicly known that they will be witnesses.

As to Pyle, all I can say at this time is that he will be receiving an extradition hearing in the morning. The judge chosen for the case has a well earned reputation for impartiality and he will weigh all the facts in a fair hearing. Pyle's actions though noble in motive perhaps, were still criminal and he is not above the consequences.

On the topic of consequences, we have the developing situation in Sequoyah. Today's discovery is very shocking. My administration had been well aware of the Department of Foreign Affairs initial activities. I approved the shipment of a small amount of radios, jeeps, and aircraft as a gift to Admiral Adama's government. I also approved the appointing of an ambassador and the deployment of a small diplomatic contingent as well as a group of documentary filmmakers who wished to film in the country. The goal of the mission was to try and help the government of Sequoyah develop its country, help oversee the enforcement of the Treaty of Freemont which banned slavery, and eventually to help the newly rejuvenated nation of Sequoyah rejoin the international community once it had been reformed and rehabilitated. However, Foreign Affairs Secretary Burnett seems to have gotten his hand caught in the cookie jar. As it so happens, our country has again been had by crooked politicians and businessmen. In this case Foreign Affairs Secretary Burnett, several of his underlings, Ambassador to Sequoyah Clement Whittle, and the COO of Dupont Mineral Exploration Co. conspired to defraud the governments of Paleocacher and Sequoyah. They associated with the President of the Central Railroad and used bulldozers, other construction equipment, and trained engineers to help him complete construction on the transcontinental line first granting his company unlimited access to the mineral deposits there. Once he had them he promised the conspirators exclusive access to several rich mineral deposits, potentially worth billions of selkies in profits. Even though they checked to see if the railroad was still using slave labor they were too lazy to check properly. All of the people I have named either have been arrested or will be arrested and charged with conspiracy to commit fraud. Secretary Burnett has been sacked and the Department of Foreign Affairs is temporarily under the head of the vice president. We apologize to the Sequoyan people for our complicity in this situation. We will be ceasing all diplomatic relations with Sequoyah effective immediately as per their government's demand. We will evaluate the situation carefully to determine how we may assist the people enslaved by the Central Railroad and will work with the TCN to ensure the enforcement of TCN 019.
That's all I have for you tonight. Any questions?

Sequoyah
In Nueva Vegas, Clement Whittle and his staff boarded a plane to take them back to face the music for their activities. STOL planes were sent to Caprica and to New Samaria to pick up the documentary crews and bring them back to Nellis Air Base for evacuation from the country. In the heartland region, the foreman tried to get his bulldozers, backhoes, and other equipment loaded onto flatbeds from the thrown into chaos Central Railroad so he could get his people to Angeles and out of the country.

Deseret Rangers stop flatbeds
80 Deseret Rangers, on a contingent guarding the newly completed transcontinental railroad, received orders via radio to halt and detain the Paleocacherians and place guards on the railroad supplies. The foreman and his men are surrounded by the Rangers. They raise their revolvers. The captain speaks.

The Creeperian government updated its list of militant groups that it labels as terrorist organizations:

Anti-Deltinian Armed Forces of Liberation - War of Elimination (FALANGE)
Castillianan State (ES)
Democratic Forces for the Liberation of Terranihil (DFLT)
Free Christian Army (FCA)
Popular Liberation Movement (PLM)
People's Liberation Front of Lyoa (PLFL)
National Freedom Front (NFF)
Heavenly State of God (HSG)

5:50am

The Ministry of Defense contacted the chairmen of FALANGE and gave them a message:

The forces of FALANGE need to stop supporting any groups in Terranihil, especially the Free Christian Army. If we hear you keep sending them support, we are going to have problems and you cease existing. Keep attacking Deltinians and defend the Fatherland.

6:45am

The FALANGE coalition send a message to the Creeperian government:

We agree to cease financing the Free Christian Army but we not overtly denounce support for the group. Instead, we will send one last supply of weapons to the group. Instead of functioning weapons, they will be some of our broken rifles that are old and outdated. They will also be laced with ricin so that they understand the message. It should arrive by Wednesday.

ooc Santa Ana

7:00am

Gustavo Duarte Carpio: "I have summoned all of you here to relay some news from San Salvador. The Ministry of Defense has told us that we need to cease funding and supporting the Free Christian Army in Terranihil. We were not given a reason, but orders are orders. The government wants to continue killing Deltinians so we need to focus more on that. Fatherland first after all, who cares about Terranilian false Christians?"

Raúl Lorenzana Méndez: "I concur with Duarte Carpio, we need to focus on cleansing Creeperopolis before we focus on international operat–"

Sebastián Carvallo González: "Excuse me what? What is going on here. Earlier today the government labeled the FCA as a terrorist organization, and then they labeled us, and now they expect us to continue supported them?"

José Koné Ochelo: "All of our groups are labeled as terrorist organizations by the government and yet they leave us alone. It is just for international looks. They don't want to be seen supporting us."

Duarte Carpio: "Yea. We've been told to stop supporting the Neo-Saelicists before and look at what they did in Sonsonate after we did. The government must know something we don't about the FCA, and either way, who cares if false Christians are being killed by Atheists. They are doing our work for us."

Carvallo González: "The government must be going off the deep on. We cannot stop support for the FCA."

Álvaro Bienvenida Cambeiro: "I concur with Carvallo González. We need to continue support in order to finance ourselves."

Salvador Velázquez Barrueco: "We don't need extra funding. We are literally supported by the government. What else do we need?"

Bienvenida Cambeiro: "We need to ally with fellow Christians, don't we?"

Koné Ochelo: "We've all ben attacking the Senvar-Senvekians since our creation and they are subhumans and false Christians, aren't they?"

Bienvenida Cambeiro: "Well yea but the FCA Christians are fighting atheists so they need our support while the Senvar-Senvekians were fighting our Catholic government."

Koné Ochelo: "We only care about the integrity of Creeperopolis. The government already supports and is supported by the atheist Quebecshirites. I mean if they start supporting and being supported by the Terranilians, who cares? Another nation that will turn a blind eye to our works of God."

Felix Semprún Saelices: "Yea, I agree with this. The world outside of Creeperopolis is mostly full of apostates anyway so there is no point in supporting foreign conflicts. The only conflicts we should consider supporting are those against fellow Catholics, but those would only be in Lyoa and potentially Paleocacher."

Duarte Carpio: "I think we can all agree to only support foreign Catholic groups."

Semprún Saelices: "Yes."

Koné Ochelo: "Agreed."

Lorenzana Méndez: "I agree."

Velázquez Barrueco: "I agree."

Óscar Sanz Martí: "This is agreeable."

Francisco Bajamande Rodríguez: "Yes, I agree."

Ernesto Abellán Ureña: "Yes."

Bienvenida Cambeiro: "No, I do not agree."

Carvallo González: "I do not agree at all. All of you are acting like apostates renouncing your faith by even daring to support atheists."

Bienvenida Cambeiro: "We need to–"

Duarte Carpio: "Silence you two. You will obey the government or we are having prob–"

Carvallo González: "Have problems you apostate. We will be making a statement to the government by burning a Creeperian village and demanding our continued support for the FCA."

Duarte Carpio: "Have fun getting killed."

Carvallo González and Bienvenida Cambeiro leave and their militias, the Creeperian Revolutionary Militarist Patriotic Front and the Revolutionary Militia for Creeperian Sovereignty, leave the FALANGE coalition.

8:00am

FALANGE sends a message to the government:

We have a major problem. Carvallo González and Bienvenida Cambeiro have committed sedition and are not plotting to commit treason and massacre Creeperian civilians to "make a statement" and "send a message" to continue support for the FCA. We need to do something about this before they announce that you support us. Also, you labeled us as a terrorist organization for international looks, right?

ooc San Salvador

Ok. Tell them that you change you mind and want to meet up at a specific location. Make it near Gralabe, Santa Ana. Make sure they bring their entire militias. Tell them you change your mind and wish to join on the plot to make a statement. Tell them that you intend to destroy Gralabe tomorrow at 5:00pm but to meet near the village tonight. We will dispatch a division to eliminate the problem. Do not send any of your men. And yes, labeling you as terrorists was the first step to amending relations with Terranihil. We need it to ensure the survival of the Fatherland. You can continue with your operations.

ooc Santa Ana

9:00am

FALANGE sent a message to the government.

FALANGE came to that conclusion on why you recognized us and the FCA as terrorists. The Fatherland above all. We will contacting Carvallo González and Bienvenida Cambeiro and will schedule the "meeting" for 4:00pm today.

9:10am

FALANGE sent a message to the FPMRC and MIRESOC.

We apologize for the meeting earlier. We continued talking and have decided to agree with your reasoning. We need to make a statement to the government together. I suggest we attack the village of Gralabe tomorrow at 5:00pm. Our militias should meet today at 4:00pm outside the city and plan the attack and write our ultimatum to the government.

9:25am

The FPMRC and MIRESOC write a message to FALANGE.

We accept this apology. We will assemble our forces and meet near Gralabe at 4:00pm.

We have identified the location where FPMRC and MIRESOC are. We have intel that they are planning to massacre a village tomorrow and that they are arriving at 4:00pm today. Send a division to intercept them and eliminate the threat by any means necessary.

Letter of Invocation submitted to the Terraconserva international court - Cross-Borders trial

Former Paleocachreian Foreign affairs minister Burnett has violated both international and Sequoyan law from Paleocacher. Under his orders, Ambassador Clement Whittle arranged for an agreement with the Central Railroad Company in Sequoyah, a company involved in the illegal Sequoyan slave trade. This violates two integral Sequoyan laws: The Treaty of Freemont (which under the Sequoyan constitution is supreme law, second only to the constitution itself), which makes the slave trade illegal, and Executive Order 66, which makes all economic activities related to the slave trade criminal, with those involved subject to execution and seizure of property. Burnett also negligently violated TCN resolution 019 by helping to arrange the contract with the Central Railroad Co. He violated Sequoyan and international law from Paleocacher, necessitating a cross-borders trial to ensure such flagrant violations of Sequoyan law and international law are punished.
Clement Whittle extradition request
Sequoyah has sent a telegram to Paleocacher and the TCN general assembly requesting that Clement Whittle, former Paleocacherian ambassador to Sequoyah be extradited to Sequoyah. It does not call for a cross-borders trial, as the crimes were committed solely in Sequoyah. He is to be held accountable for violation of the Treaty of Freemont and Executive Order 66, and punished under Sequoyan law.

ROLEPLAYING AS THE TERRACONSERVA INTERNATIONAL COURT

The Letter of Invocation is declined.

Cross borders international trials are for individuals who commit crimes that span two or more states, either by premeditation or direct action. An International Lawsuit is the proper proceeding for these allegations, for which the government of Paleocacher as a whole would be sued. We implore your bureaucrats to educate themselves on these matters before alerting our offices.

The extradition request is discarded by the TCN for the following reasons, though Paleocacher may respond how it chooses.

  • The General Assembly does not possess any authority regarding invocations and judicial proceedings. That falls to the Terraconserva International Court.

  • Letters of Invocation must state the type of proceeding they wish to invoke. This does not.

  • The TCN does not extradite between nations. It simply handles disputes that have failed to be resolved and thus are appropriate to be elevated to the international level of proceedings. This is a matter for Sequoyah and Paleocacher.

University of Mayres - Fort Crowsea, Mayres Commonwealth
September 21

Professor Florentin Jauffret, a relatively unknown history professor at the University of Mayres who teaches Ecros history, saw a news article giving a brief explanation of Professor Boisón's controversial article "On the Sequoyah Problem". After finding the full text of the article and reading it, he immediately began writing a response. After several hours, the response was completed, and Jauffret and some of his colleagues published it. A small segment in a local Fort Crowea-area television news station would feature "On the Sequoyah Problem" and Jauffret's response to it.

In the actual response, Jauffret disagrees with Boisón in that slavery has only recently been considered as immoral. He points to the nations of Quebecshire and Greater Sacramento, both of which have made slavery illegal long before any sort of industrial development took place. Additionally, he disagrees with the idea that slavery was only made illegal after it was no longer 'necessary for production' across the world. Jauffret expressed anger at Boisón's idea that it was "perfectly reasonable", and pointed to the fact that Sequoyah had already begun the process of industrialization, but it was their focus on oppressing and enslaving their indigenous people that halted it.

Jauffret reiterates that Sequoyah and their inane policies were the only thing preventing Sequoyah from industrializing, and because of this the world is not responsible for any continued slavery in Sequoyah nor their industrialization or lack thereof. Jauffret called Boisón's defense of Sequoyan slavery "heinous and deplorable". Jauffret argues that a global intervention in Sequoyah to help modernize the nation would be harmful to all parties involved, as propelling Sequoyah decades forward in terms of technology within the span of a few years would have untold consequences on the Sequoyan nation and its people. He argued that the rapid modernization would lead to, among other things, a large scale anti-government movement that would result in the complete destruction of Sequoyah and widespread poverty and chaos.

However, Jauffret does agree that Aurebeshian influence in the southern continent is a bad thing, and he does agree that Sequoyah's cutting ties with Paleocacher was an overall good thing for the world.

Ernest Pyle strode proudly into the courtroom. The people in the gallery clamored and shouted abuse and encouragement alternately. He sat next to his attorney at the defendant's table.

"Oyez, Oyez. This court is now in session. The people of the sovereign Republic of Terranihil seek the extradition of the Paleocacherian citizen Ernest Pyle on charges of espionage. This hearing will begin with an opening statement from the Terranilian prosecutor, Mr. Vaskicz."

Rami Gurteki, the Terranilian prosecutor, stood to address Ernest Pyle, his defense team, and the judge.

"I am here today to argue for the extradition of Ernest Devino Pyle Jr. to Terranihil to be tried for several felony crimes.

Mr. Pyle entered Terranihil on 27 May 2020, marking the beginning of his private and illegal investigation. Mr. Pyle was not given a press pass or any form of authorization to conduct his investigation. On 29 May, Mr. Pyle illegally piloted a remote-controlled drone over the Soislaan reeducation center and recorded a twenty-five minute long video of the center. After the drone was spotted by security forces and Mr. Pyle was spotted by a patrol, he fled the scene while being pursued. He then managed to escape the country, and Paleocacher News Network published the illegally obtained images and information.

Putting it plainly, Mr. Pyle entered Terranihil, violated its laws, and has faced absolutely no punishment. On the contrary, many in Paleocacher and Aurebeshia celebrate Mr. Pyle's egregious actions. The illegally obtained information was further used in an attempt to investigate Terranihil in TCN Resolution 024. This is a blatant violation of Terranilian sovereignty that has gone unpunished.

Terranihil has stood trial before the world twice now. It is time Pyle stood trial.

The felony crimes Pyle is accused of are trespassing on a high-security military facility, evading arrest by vehicle, and espionage. The specific espionage codes Pyle is accused of violating are gathering, transmitting or losing defense information; use of aircraft for photographing defense installations; and publication or sale of photographs of defense installations.

I would like to first offer Pyle, on behalf of the Terranilian prosecution, a generous plea deal:

Pyle pleas guilty to all charges levied against him,
Pyle pays ₡250,000 (₹5,473,000) to the Terranilian government as restitution,
Pyle publically apologizes to Terranihil for breaking its laws,
Paleocacher News Network apologizes and retracts its allegations regarding Malgan mistreatment against the Terranilian government,
Pyle is imprisoned for 25 years in Paleocacher.

If the defense refuses these terms, Pyle risks extradition and long imprisonment in a Terranilian prison cell. If he accepts, the government of Terranihil and its people will consider justice served."

Mr. Pyle and his attorney signal the judge. He nods and orders a recess. Five minutes later court returns and the Mr. Pyle stands. "I will take the deal Mr. Gurteki has so magnanimously offered. Although my motives were valid and pure, I am ashamed of the underhanded means I used to obtain my information and I apologize to the Terranilian government for the trouble and disrespect I caused. I will plead guilty to all charges. The entire courtroom goes ballistic with people shouting all kinds of abuse and supporting words all over each other. The judge smacks his gavel and Ernest Pyle is handcuffed and led from the room through the doors while the Terranilian lawyer is escorted out by a cavalcade of court officers to protect him from eager members of the crowd.
