As many as possible (this goes for both of you). Preferably every single nonhuman in the entire nation of Serkin, but focus on the alcatus at the collection sites for now.

Unless you're sending commercial planes, I recommend asking for permission in Imperial Airspace with non-civilian aircraft.

I've got standing permission to come by and collect alcatus from the sites. I've deputized these particular Sicilian pilots to do that for me. There is nothing to protect the Empire from, because everything is going as part of the Empire already agreed for it to go.

The Empire has no records of the Kaiser ever agreeing to a proposal like the one you suggest.
