ARTICLE IV: Overview of Government

SECTION I: Civic Duties and Rights of the Federal Government, and Concerning All Northaean Governments

I. The Government of the United Republics of Northaea shall be organized into five main Arms, being the Executive Arm, the Judicial Arm, the Legislative Arm, the Armed Forces, and the Administrative Arm.
II. The Government shall maintain the Right to collect taxes from the populace, and so shall the taxed populace maintain the Right to petition against the Government with recognition from them and their demands on any level for a redress of grievances concerning matters of finance.
III. The Government shall maintain the Right to arm themselves with the full power of the Federal Military. Never shall the Federal Military or the State Militias be used for the benefit solely of the Government on any level, neither shall its power be used against the Northaean civilian populace, but to maintain order and obedience to Northaean Law without infringement on any Rights of individuals. The power of the Armed Forces shall not be used to disarm the civilian populace in any circumstances. Any person in a position of leadership within the Federal Government who attempts to utilize the power of the Federal Military for forced disarmament of innocent persons shall, if duly convicted in a Federal Court, be put to death.
IV. Northaea in the National Legislature assembled shall have the sole and exclusive right and power of determining on peace and war, with the approval of the President or the approval of the Legislature if the President has suggested a peace, conflict, or open war status.
V. Northaea in the National Legislature assembled shall have the sole and exclusive right and power of regulating the alloy and value of coin struck by their own authority, or by that of the respective States—fixing the standards of weights and measures throughout the United Republics—regulating the trade and managing all affairs with the civilian populace, not members of any of the States, provided that the legislative right of any State within its own limits be not infringed or violated.
VI. The Supreme Courts shall maintain the Right to ultimate jurisdiction and interpretation of Federal Law and this Constitution, determining if such Federal Law conflicts with the principles and procedures outlined herein.
The Federal Government shall have the Right to engage in peace treaties with other nations for the benefit of the nation as a whole, to engage in trade deals, to negotiate treaties and deals to better the populace of the nation, and shall also have the responsibility to divulge the full repercussions, affects, and text of such treaties and deals to the general populace.
VII. The Federal Government shall have the power to close the borders of the nation and halt incoming immigration if the need to do so arises in the form of declared National emergency as defined by the current acting President. Emigration shall not under any circumstances be halted.
VIII. No Title of Nobility shall be granted by the Government on any level: And no person holding any Office of profit or trust under them, shall, without the consent of the Legislature, accept of any present, emolument, office, or title, of any kind whatever, from any King, Queen, Prince, Princess, or foreign State, group, or nation. Only honorary titles without emolument, office, or power may be accepted from foreign bodies, but not granted by the United Republics of Northaea.
IX. The privilege of the Writ of Habeas Corpus shall not be suspended, unless in cases of violent nation-wide rebellion, uprising, or condensed specific Invasion as the public safety may require it, and only in full Congressional Session of all four Bodies of the National Legislature, with a vote of a supermajority of at least three-quarters or greater.
X. No money shall be appropriated, or drawn from the National Treasury for the benefit of any sect, or religious society, theological or religious seminary, political or activist group; nor shall property belonging to the State be appropriated for any such purposes.
XI. The National Legislature shall have Power to dispose of and make all needful rules and regulations respecting the territory or other property belonging to the United Republics; and nothing in this Constitution shall be so construed as to prejudice any claims of the United Republics of Northaea, or of any particular State.
XII. No voluntary or involuntary charge or toll shall be imposed by the Federal Government to the public or the State Governments for review or perusal of all Federal law.
XIII. No welfare programs or benefits as overseen by the Federal Government shall involve taxes in any manner, or tax the Citizenry for any welfare benefits. No Citizen shall be forced to receive funds or aid from the Government on any level, nor shall any Citizen pay for such welfare.
XIV. The Federal Government shall not institute, whether by indirect or direct means, any form of the economic or social systems of Socialism, being the style of the systems used by the nations sworn to be enemies of Northaea, in both economie and blood.
XV. No Government on any level shall force upon their respective Citizenry any belief or religion.
XVI. No Government personnel shall serve dually in both the State and Federal Governments, nor shall any person serve across two different levels of governance in any fashion for any reason, and neither may any person serve in Public Office of any other dual or trial forms of any level of Government.
XVII. No institution shall be founded, nor shall any funds be diverted to, nor shall any funds be allocated for, any kind of Foster Care or Adoption systems, neither shall they be regulated or taxed by the Federal Government.
XVIII. No public places, maintained or funded by any level of Government, may prohibit the carry of any weaponry, excepting weapons of mass destruction.
XIX. No Government funds on any level shall be allocated, diverted, or procured to fund, protect, or otherwise support any Political Party within the nation or based outside of it.
XX. No funds shall be allocated through taxation of the States composing the Union, neither shall any funds be collected through taxation of the Republics of which the States compose, nor shall any funds be allocated through taxation of any Territorial Government.
XXI. No Office at any level of Government shall be held by two persons at once, unless it is specifically provided within the applicable Law that such dual, trial, or otherwise multiple holdings of a Public Office, shall be mandatory. This Law shall apply also to the State Governments.
XXII. The Federal Government shall maintain the Right to deploy all resources necessary to protect Northaean private enterprise, when in such times of need the protection shall be considered essential.
XXIII. No central banner, symbols, or motto shall represent the Federal Government, nor any parts thereof, in any fashion. The only symbol to which the Federal Government shall be dedicated shall be the National Colors and the War Colors in such times as it is raised.
XXIV. In no manner shall any Government, including that on the Federal Level and those underneath its jurisdiction, engage in activities designed to control, prevent, inhibit, increase, or otherwise affect the rate of population increases. No State, Municipal, or Republic Government of Northaean jurisdiction shall engage in such activities.
XXV. It shall not be the case that the Federal Government seeks to attain a status of Globalist ideology on the planet, the ultimate goal of which being to eliminate or make ambiguous National borders and unite the entirety of the planet under a single Government. Regardless of the measure of virtue attributed to such a Government, Northaea shall not engage in such activities directly promoting this ideology.
XXVI. The abolition or the movement to remove from any kind of platform of any religious, political, rhetorical, or otherwise educational or ideological materials, organizations, disagreements, debates, or any other form of dialogue or communication shall be prohibited in all circumstances.
XXVII. No forms of taxation shall be levied by any level of Government on the whole or partiality thereof several States, no toll or otherwise taxing restraints shall be placed on the economic activity, shipping, transportation, or commerce of the several States, nor on any of the Municipalities thereof. No private enterprise to transport any kind of legally-accepted goods across any of the several States and the Municipalities thereof shall be tolled or taxed by the Government on any level. No taxes shall be levied, nor extra fees outside of the initial price of the seller, on any form of weaponry or ammunition thereof by the Government on any level. No Government, regardless of level of jurisdiction, shall institute a tax or fee on the services of that Government, nor on the services of any other Government of Northaea, being within the jurisdiction of the Federal Government, which shall not be exempt from this restriction, nor any stated within this Sub-Section, under any circumstances. No tax on income shall be levied by any Government of Northaea, be it Municipal, State, or Federal. No fees shall be required, and no taxes levied, on the taxes of the Government on any level, nor on any private tolls. No poll tax shall be instituted, and no fees shall be required of any person to cast a vote for any public or private office or position. Court services shall be exempt from any kind of fees or taxation, and shall not levy such same fees or taxes on any persons. No taxes on private, unofficial exchange of goods shall be levied by the Government on any level, nor shall any fee or tax be required by the Government on any level as a result of or for using any item or group thereof. The continued ownership of property shall remain free of all forms of taxation by the Government on any level of governance, and no taxes shall be levied on private property outside of a tax on the purchase of such property. Land, space, or airspace shall not be taxed by any Government on any level of governance. The crossing of Municipal, State, or Federal borders shall not be taxed in any manner by any Government on any level of governance. The establishment of private enterprise, the opening of business, the exchange of contractual agreements, the exchange of partnership for any length of time, shall not be taxed by the Government on any level. No foodstuffs, identifying resources, or means of the support of any life shall be taxed by the Government on any level. No Government shall be taxed for any reason, or under any circumstance or set thereof, being on any level of governance by another Government, be it above, below, or on the same level of governance as the Government which would exact taxes.
XXVIII. No Government on any level shall pass legislation for subsidization of private enterprise in which there is no option to opt-out of such Legislation. No taxes shall be levied by the Government on any level for any kind of aid, funding, subsidization, or any other resources, be they financial or otherwise, given to private organizations of any form in any manner, be it direct or indirect.
XXIX. No Government on any level shall attempt to alter, influence, impede, or otherwise affect the development, comprehensiveness, vocabulary, grammar, or other characteristics or aspects of any language or communication related thereof, and neither shall any Government institute a mandatory language, National language, or auxiliary language. No Government shall prohibit the use of any language by any Citizen. In the cases of the Armed Forces, a single language may be embraced for the sake of unified and understandable communication.
XXX. The Federal Government shall retain the Right to label groups and organizations as terrorist or otherwise an enemy of the nation, and may freeze the assets of, impose and enforce sanctions on, and otherwise act so as to halt terroristic or otherwise directly harmful activity. Terrorist groups may only be labeled as such if they act physically, directly and intentionally causing the deaths of persons.
It shall be the goals of the Federal Government to promote and consolidate peace, and secure a stable political environment for socio-economic development to thrive on its own, being independent of influence from the Government on every level of governance.
XXXI. The entirety of this Section shall be non-revocable under all circumstances. Any Rights and Duties not stated within this Constitution to be for the Federal Government shall be delegated to the several States.
XXXII. No Government on any level shall infiltrate on any level of leadership, attempt to infiltrate therein, surveill, collect data upon, influence the organization, leadership, and direction of, or disrupt any religious institution.
XXXIII. No Government on any level of governance shall consider itself or its respective posterity or personnel exempt from Capital Law or Federal Law, and the same just judgements and procedures for dealing with infringements and offenses against the same shall be no different than for any Citizen of Northaean.
XXXIV. No Government on any level of governance shall grant itself additional powers outside of this Constitution, not only by the Letter of the Law, but by the Spirit of the Law as interpreted by the Supreme Court.
XXXV. No Government on any level of governance shall be excluded from the ability to create pacts, treaties, and mutual aid agreements with other Governments of the same level. No Government shall be denied the ability to request assistance in times of calamity, disaster, or destructive catastrophe from higher levels of Government. Should the next level of governance deny a lower Government assistance, that governing body requesting assistance shall not be denied the ability to request similar assistance, resources, assets, or personnel from the Federal Government.
XXXVI. No Government on any level shall be denied the ability to lawful purchase of land, assets, or resources from other governing bodies or from private organizations or individuals. No Government on any level shall forcefully coerce a person, organization, or other governing body on any level directly or indirectly into granting expropriation of land or resources. No Government on any level shall purchase businesses, but may be allowed to purchase the land on which such complexes sit.
XXXVII. No person, having served in any position of elected leadership within the Federal Government or the Judiciary, shall hold any role within that capacity, including that of an advisor, once the appointed term of that position has expired without re- Election.
XXXVIII. The Federal Government shall not have the power to institute or maintain a Federal Reserve Bank, or any Central Bank of Northaea. The Federal Government shall not have the power to institute banks at any level.
XXXIX. The Federal Government shall not issue to any Citizen or Non-Citizen any kind of Federal means of identification, aside from identification of members of the Federal Military and of Federal Officials or elected Officials. No means of identification shall violate any portion of the body.
XL. No Government on any level of governance shall keep a registry or any kind of list of Citizens or Non-Citizens based upon any means of discrimination as detailed in Section 0, Sub-Section III of Article I, but may keep a record of all persons legally regarded to be adults, noting physical characteristics or some other kind of objective means of determination of identity for the sole purpose and accessed only for the sake of identification of individuals in an investigation by law enforcement.
XLI. No Government on any level of governance shall create, institute, support, maintain, or provide for in any way any organization or institution whose purpose is to filter, fact-check, censor, or determine truth or opinions maintained to be as such.
XLII. No Government on any level of governance shall use any Patent for financial or other means of gain, but the Federal Government shall protect all filed Patents from misuse by any individual, organization, or Government. It shall be the duty of the Federal Government to protect the patents of Northaean Citizens from copy or misuse by individuals, organizations, or Governments of any foreign body. Patents shall be considered a crucial part of the security of the nation and its economy, and as such may be protected with the force of the Federal Military.
XLIII. The entirety of this Section shall be non-Amendable and non-revocable.

SECTION II: Civic Duties and Rights of the State Governments

I. All States shall be considered equal before the Courts of the Federal Government. No State shall be granted special privileges within the Courts of the Law, and shall be considered as equal to one person before the eyes of the Supreme Court, should a civil lawsuit case continue past the jurisdiction of the Federal Courts.
II. All States shall maintain the Right to equal suffrage in the case of the Electoral College, or in the Senate and Parliament of the Legislature. All States shall also maintain the Right to select Electors and fill vacancies in Elector positions in such a manner as they shall decide congruent to their respective Constitutions. No Elector shall be required to cast their vote based upon the polling, results, or electoral votes cast within any other State.
III. All States shall maintain the Right to have a death penalty, by any means as best fit the needs of that State, but only for the encroachment on Capital Crimes as determined by the Federal Government.
IV. The State Governments shall have the Right to engage in trade deals with other States, and shall have the responsibility to divulge the full repercussions, affects, and text of such deals to the general populace.
V. All State Governments shall maintain the Right to close the State borders in time of emergency as declared by the acting Governor.
VI. No person within the Government, be it on any level, shall serve in two or more areas of service, excepting the Armed Forces as they shall deem necessary to execute a mission.
VII. No State or Republic shall enter into any treaty, alliance, or Confederation with another State or foreign body, excepting entering into trade agreements between other States; grant Certificates of Privateering and Reprisal; coin money; emit Bills of Credit; make any Thing but gold and silver Coin a Tender in Payment of Debts; pass any Bill of Attainder, ex post facto Law, or Law impairing the Obligation of Contracts, or grant any Title of Nobility.
VII. No State or Republic shall, without the consent of the National Legislature, lay any imposts or duties on imports or exports, except what may be absolutely necessary for executing it's inspection Laws: and the net produce of all duties and imposts, laid by any State or Republic on imports or exports, shall be for the use of the Treasury of the United Republics; and all such laws shall be subject to the revision and control of the Legislature.
VIII. No State or Republic shall be appropriated, or drawn from the Treasury of the State or Republic for the benefit of any sect, or religious society, theological or religious seminary, political or activist group; nor shall property belonging to the States or Republics be appropriated for any such purposes.
IX. No State or Republic shall, without the consent of the Legislature, lay any Duty of Tonnage, enter into any agreement or compact with another State or Republic, or with a foreign nation or group, or engage in war, unless directly invaded or in coming to the aid of another State or Republic under invasion or threat thereof, or be it in such imminent danger as will not admit of delay.
X. New States may be admitted by the Legislature into this Union; but no new State shall be formed within the jurisdiction of any other State; nor any State be formed by the Junction of two or more States, or parts of States, without the consent of the Legislatures of the States concerned as well as of the National Legislature.
XI. The United Republics shall guarantee to every State in this Union a Republican form of Government, and shall protect each of them against invasion as they cannot protect themselves in time of need; and on application of the Legislature, or of the Executive (when the Legislature cannot be convened) against domestic violence.
XII. Every State shall not be denied the Right to maintain a death penalty for infringement upon a Capital Crime. No State may be accused of a crime if the actions of the accused were not considered crimes at the time of their occurrence.
XIII. No voluntary or involuntary charge or toll shall be imposed by the State Governments to the public or the Municipal Governments for review or perusal of all State law. Neither shall the Local Governments impose such taxes and tolls for local law.
XIV. No welfare programs or benefits as overseen by the State Governments shall be taxed in any way by the Federal Government, neither shall the State Governments tax their respective Citizens for any welfare benefits. No Citizen shall be forced to receive funds or aid from the Government on any level, neither shall any person be required to pay for any welfare.
XV. The States shall maintain the sole Right to maintain, manage, and fund Foster Care or Adoption systems, to be run at the highest level only by the Local Governments. The States shall, if such systems are adopted, refrain from the destruction of such Municipal systems created independently of the State Government. The XVI. Federal Government shall not involve itself in any manner whatsoever, no matter what circumstances exist.
XVII. All States shall maintain the Right to establish State Supreme Courts.
XVIII. All State Governments shall maintain the Right to call for re- Election of Offices within their jurisdiction and set boundaries, provided that the means for calling such re- Election meet the requirements of the Federal Government and the State’s respective Constitution or equivalent document.
XIX. The State Governments shall all maintain the Right to deploy any forces or resources necessary to protect private enterprise within the same State, in such times as the need shall arise as essential. No State shall deploy resources or forces to any other State to protect private enterprise from that other State.
XX. The States may, in times of civil unrest and general uprising, set and enforce curfews in any place under the direct and total jurisdiction of the State Government. Any resources or forces may be used by the States to quell general uprising or riots and restore peace and order, to be removed as soon as stability is reached.
XXI. No State Government, or Federal Government, may require the organization of Municipal principalities to conform to a specific manner, having the freedom to govern themselves and those under their respective jurisdiction in any manner they may so choose, provided that those methods do not directly or indirectly contradict Northaean Constitutional principles as declared in Schedule II.
XXII. It shall be the duty of the several States to recognize Political Parties, regardless of the intended level of operation, be it Local, Municipal, State, Republic, or Federal.
XXIII. The several States shall reserve the Right to limit or abolish gatherings in time of great sickness and calamity, with the given consent of three-fifths of the State Legislature, confirmed by at least three-fifths of the Municipalities of that State.
XXIV. In times of declared State-wide emergency, wherein the sovereignty of that State is brought under threat, the State Government shall institute a Civilian Call to Arms, and may enact and enforce the appropriate legislation to compliment such a call.
XXV. The entirety of this Section shall be non-Amenable and non-revocable under all circumstances. All Rights and Duties herein not ascribed to the Federal Government are to be utilized by the State Governments exclusively, without hindrance from the Federal Government or other States.
XXVI. The several States may, without hindrance from the Federal Government, initiate such lawful actions as do not conflict with Federal Law to hinder, halt, or otherwise impede the activities of those groups deemed lawfully by the State Government as enemies of the State or terrorist organizations. In the case where the Government of a State has become comparable to terrorist or enemies of the State in nature, wherein such activities undertaken conflict with that State’s own Constitution, or this Constitution, the several States may, as the only exception to the provisions stated herein concerning the mandated peaceful relations of States, impose sanctions, and freeze assets where legally accessible.
XXVII. No State may call for, or act upon, a Militia attack on another State, but the several States may, and are duly required, to protect their Citizenry from such attacks as another rogue State may undertake. In the case of a State attempting to invade or destroy another State or group thereof, the Federal Government shall be required to intervene to enforce the peace, not to take sides or assist one State take over another State, but to reinstate the peace held previously. The Federal Government may defend a State or group thereof under direct attack from another of the several States.
XXVIII. No Government on any level shall allow the production, serving, selling, purchase, or consumption, in Northaean territory, of animal products wherein the animals have been fed by process of gavage. No products of gavage-fed animals may be purchased, used, or sold within Northaean territory. It shall be the duty of the several States to enforce laws pertaining to this Sub-Section originating from the Federal Government. Should States not enforce this law, it shall be the ability of the Federal Government to enact fines thereof for those State Governments.
XXIX. No Government on any level shall allow for such practices as human sacrifice and mutilation of other persons. It shall be the Duty of the several States to enforce laws pertaining to this Sub-Section originating from the Federal Government, without Federal aid, but should the States not enforce this Law, the Federal Government may enact fines for those same States.
XXX. The goals of the State Governments shall be to maintain security of borders, promote a stable political environment, create and maintain infrastructure for the free use of the people, and encourage and promote National economic stability, growth, and the ability to freely thrive without Government-supplied incentive from any level of governance.
XXXI. No State may enter into protection or assistance of another State if they themselves are in danger of some form or circumstance, requiring the rendering of assistance that would be given to the other State or group thereof. A State’s first duty shall be to its own people, second to other States as they have contractually agreed upon by treatise.
XXXII. No State or Government thereof, on any level of governance, shall institute measures to forcefully keep any person within their own borders, excepting cases of criminals of the Law. No taxes shall be instituted, nor fines imposed, for the transfer of residence out of or into any State, or within the established, undefined, or disputed boundaries thereof. No fines or taxes shall be imposed on the residents of any other State. This Sub-Section shall also apply to the Federal Government and all institutions thereof.
XXXIII. No State shall impose laws pertaining to the behavior of an individual applicable outside of that State. No State shall require residence in any place within or without its own established boundaries, unless in cases for requirement of holding Public Office, being to hold residency only within the State’s established borders.
XXXIV. The entirety of this Section shall be non-Amendable and non-revocable in all circumstances. Any Rights and Duties not stated within this Constitution to be exclusively for the several States shall be determined by the Federal Government within the National Legislature in full Session.
XXXV. It shall be the duty of the several States to tally and record the ballots and results of their own registered voters, as well as their own respective Militias, and not the ballots or results of any other State, using a system in which transparency to both the general public and Federal and Municipal Officials, in both Federal and State Elections. The Federal Government shall count ballots and registered voter results from the Federal District and the Federal Military. Investigations into State Election allegations shall be handled with the resources of that respective State only, whereas in the case of Federal Elections where allegations have been made, the resources of the Federal Government shall be used. In the case of Municipal-level Elections, the resources of that Municipality shall be the first to be used in investigations.
XXXVI. The several States shall, without infringement or hindrance from any separate Governing body, institute and maintain procedures for the impeachment and trial of State-level civic leaders.
XXXVII. Salaries for elected Representatives from the States to the Federal Government, as well as elected Representatives and Officials of the State Governments shall be determined by the respective States, without hindrance or regulation from the Federal Government.
XXXVIII. The State Governments shall, without hindrance, oversight, or regulation from the Federal Government, ensure that the laws for the construction of infrastructure are followed by the Municipal Governments of the States.
XXXIX. The entirety of this Section shall be non-amendable and non-revocable.

SECTION III: Civic Duties and Rights of Municipal Governments

I. The several States shall be divided into multiple Counties, the Seats of which shall be the Municipal Government of that County, being a combination of the Civil Governments of communities throughout the County. The Civil Governments shall organize according to how they shall deem it fit to be ordered, without hindrance from any form of Government so long as their organization does not conflict with the principles in this Constitution. The Municipal Governments shall be ordered such that there shall be equal representation for all communities within the boundaries of the County wherein the Municipal Government shall sit.
Municipal Governments shall have the Right to further divide into smaller Local Governments if it is decided according to conditions verified by the State.
II. The Municipalities of the several States shall have the power to enact and enforce mandatory weapons carry as the ability is present, without hindrance from the State, Republic, and Federal Governments.
Municipal Governments, and the Local Governments which stem from them shall have the Right to be delegated all unspecified Rights not herein delegated to the Federal, State, or Regional Governments. All basic restraints on all other forms of Government shall also be applied to the Municipal and Local Governments, if applicable.
III. The goals of the Municipal Governments shall be to uphold the herein described Constitutional principles at the local level of governance, to secure and maintain order through the seeking and promotion of peace, and to promote economic prosperity at the local level.
IV. No Municipality shall impose laws pertaining to the behavior of an individual applicable outside of their boundaries. No Municipality shall require residence in any place within or without its own established boundaries, unless in cases for requirement of holding Public Office, being to hold residency only within the Municipality’s established borders.
V. The Municipalities and their respective individual Communities shall be solely responsible for the institution and enforcement of policies and the direction of originally instituted efforts during times of disease and biological unrest. The several States shall not make mandates or institute policies to the end of eradication or containment of illness or contagens, but may institute such policies and enforce such mandates as they shall see fit within their own Capital. No level of Government shall have the ability to institute policies and enforce that which prevents any person within Northaean borders from their respective Rights to travel free of Government hindrance. VI. The entirety of this Section shall be non-Amenable and non-revocable under all circumstances. Any Rights and Duties not stated within this Constitution to be exclusively for the Municipal Governments shall be determined by their respective States.
VII. The several Municipalities within the States shall, without infringement or hindrance from any separate Governing body, institute and maintain procedures for the impeachment and trial of State-level civic leaders.
VIII. The Municipal Governments shall be responsible for the enforcement and fulfilment of the oversight of their respective States for the construction and maintenance of infrastructure within the borders of the Municipality.
IX. The entirety of this Section shall be non-amendable and non-revocable.

SECTION IV: National Currency

I. The National Currency, backed by value in gold or some other more valuable material as determined by the National Legislature as with financial matters, shall be the Krone, the plural of which shall be Kroner. One Krone shall be worth one hundred Pennies. The Federal Government shall have the power to mint newly valued coins, all named after their relative value to the Krone.
II. All Kroner shall be minted in either the form of coin or physical certificate. All coins shall be of their own value, determined by the amount and quality of the material from which they are made. All physical certificates shall represent one Troy Ounce of gold, or some other material as is valued by the Federal Government to be viable currency.
III. Should the National Currency be changed, it shall be either backed or made directly by or from a valuable material with which trading may be conducted.
IV. No State shall create for use its own currency, neither shall any State adopt a foreign currency.
V. No Bill shall be passed, and no financial decision made, whose execution shall call for a greater budget amount than the current available income of the National Budget, attaining a balance thereof.
VI. No more Certificates of Currency shall be printed, and no more Coins minted, than exist in the National Depository of valuable materials.

SECTION V: Political Parties

I. There shall be no limit to the total number of Political Parties of Northaea, being National, and not International, organizations, organized, funded, and maintained by the Citizenry, and not the Government on the State or Federal levels.
II. Only those Governments on the municipal level shall be allowed to fund Political Parties, and any business, private organization, or enterprise may freely allocate funds to any Political Party, without taxation or hindrance on the part of the Federal Government, excepting any kind of monetary donation limits as set by the National Legislature, brought in the form of a Bill in the same manner as those of taxation or general finance, not making any kind or form of exception to limit laws concerning monetary donation, except when such a Political Party has been labeled as committing actions violating Federal Law, in which case all those associated with the support of such an organization shall be considered additionally responsible for those actions.
III. The only requirement for the existence of a Political Party, besides being founded by a Citizen or group thereof, shall be to publish a Manifesto within one calendar year after formation, in which shall be stated the purposes and intent of the Party to which the Manifesto belongs.
IV. No Political Party shall be prohibited, unless it is declared to be considered a threat to the several States by the Federal Government or a terrorist organization.
V. There shall always exist Political Parties within the United Republics of Northaea. Should there be a cessation of existence for all established parties within Northaea, the Federal Government shall create two Political Parties.
VI. In the Election of the President and persons elected by vote of the people to the National Legislature, there shall be on the Ballots thereof the top three candidates, polled to be so by at least five private, independent, and multi-faceted sources of polling data and communicated to the Federal Government. The several States shall place on their Ballots the candidates as their respective Constitutions or Legislatures shall see fit.
VII. No person, being a member of a Political Party, shall be prohibited from leaving such a Party of their own free will. In the same manner shall no person be forced or coerced into joining a Political Party outside of the free will of individuals.

SECTION VI: Capital Crimes and Punishment

I. The States shall maintain the Right to execute criminals, who have committed Capital Crimes in any manner that they so shall choose, the Offenses to be defined and listed by the Federal Government.
II. The trafficking of drugs, persons, and the smuggling of illegal aliens or illegal foreign Nationals shall be punishable by death, the method of which shall be at the discretion of the State in which the crime originated.
III. Terrorism, the plotting and execution of plans thereof, regardless of motive, religious or otherwise, shall be a Capital Crime. All Capital Crimes stated herein are to be punished in methods determined by the State in which the Act was committed. If the act was committed outside of Northaean territory but still merits the death penalty, the Federal Government shall conduct the detention and execution of the individual.
IV. Encroachment on any civil Rights, be it direct or indirect with malicious intent, resulting in the death of persons as defined by Section 0, Sub-Section III of Article I shall be a Capital Crime.
V. The taking of bribes for purposes of Election, Appointment, or any other operation of the Federal Government shall be punishable by death as determined by the State in which the crime took place, the accused to be tried as though a regular criminal within a Federal Court and whose execution to be carried out by the State Government of that Federal Court. Should the crime be committed in multiple States, the Federal Government shall try, convict, and execute the accused, having been duly convicted under Federal Law and the provisions of this Constitution.
VI. The murder of a member of the National Legislature, or of a Supreme Court Justice, and the plotting thereof, shall be a Capital Crime. Espionage against the Federal Government or against any State Government shall be considered a Capital Crime, unless the current acting President has declared it allowable in such times as the Government of any of the States has become unruly or violently oppressive. In such cases shall the information gleaned from espionage be given exclusively to the directly concerned States surrounding such an oppressive State, and no information shall be shared with, and no aid gained from, the Federal Government. Pre-meditated murder committed within a Federal Government facility shall be considered a Capital Crime. Murder of any foreign official operating within the allowed boundaries of their respective Embassy shall be a Capital Crime. Murder of Northaean civilians or Citizens in a foreign country shall be a Capital Crime. Treason, the betrayal of secrets or classified information to a foreign body, shall be a Capital Crime. Murder during any kidnapping committed by the perpetrator of the kidnapping shall be a Capital Crime. Retaliatory murder of a witness in a Federal case, a victim thereof, or an informant thereof shall be a Capital Crime. The pre-meditated mailing of injurious articles with intent to kill or resulting in death shall be a Capital Crime. Offering services as a hitman, serving the purpose of killing for money, shall be a Capital Crime. Murder of the first degree shall be a Capital Crime. Murder related to rape or molestation shall be a Capital Crime. Murder involving torture shall be a Capital Crime. Conspiracy against the Federal Government by creating civil unrest or instigating or planning riots shall be a Capital Crime. Genocide and massacre of persons of any form shall be a Capital Crime. This is to include the planning of, or direct murder, of embryos. Murder related to the taking of hostages shall be a Capital Crime. Altering, preventing, or otherwise infringing upon the Right of Citizens to vote in any Federal Election, or altering, preventing, tampering with, or otherwise infringing upon the process or results of any Federal Election on any scale at any level of governance shall be considered Capital Crimes. Murder related to human trafficking shall be a Capital Crime. The transport, engagement in, commercial support for, maintenance of, funding of, supply of, or any form of direct support for, human trafficking shall be a Capital Crime. Purchase of goods within the industry of human trafficking shall be a Capital Crime, and no Government on any level shall engage in such activities. Forcing individuals to file any Affidavit by violence or the threat thereof shall be a Capital Crime. The abuse of children with regards to physical or medical harm, including but not limited to forced abortion or hormonal or genetic treatment of minors, shall be a Capital Crime.
VII. The Armed Forces shall have the ability to create further Capital Crimes, enforce, and execute the punishments thereof.

SECTION VII: The National Capital

I. There shall always exist within the territory of Northaea a National Capital, which shall be the seat of Federal Government.
II. Each Arm of the Federal Government shall maintain a central building, each of which shall be located within the National Capital.
III. The National Capital shall be situated within the boundaries of a Federal District, which shall be set and unmoving, unable to encroach upon the territorial boundaries of the bordering Municipalities. All Federal Seat buildings shall be placed within the agreed upon boundaries of the Federal District.
IV. Citizens and those seeking Citizenship by Naturalization may take up residence within the Federal District, and shall not be barred from doing so on account of any reason excepting lack of space in which to lawfully inhabit.
V. There shall be one representative for each of the four Legislative Bodies, each elected by popular vote of the residents of the Federal District. The Federal District shall have no more than one Senator, one Parliamentarian, one Commoner, and one Representative within the National Legislature, each one elected to four-year terms, the maximum fulfillment of which shall be three terms.
VI. Only Residents of the Federal District may run for the Office of any Legislative Office.
VII. The entirety of this Article may not be amended in any fashion, except to add, and not to detract, regardless of circumstance.
VIII. The Federal District will maintain a Capital Police, whose purpose shall be for the maintenance of security among the Legislature and the Supreme Court as well as the Judiciary of the Federal District. The Capital Police shall be maintained at the discretion and to the specifications of the Low Congress.

SECTION VIII: Concerning Governance

I. All levels of governance, constituting Government, are to exist with the sole consent of the governed, not higher levels of government, but the people from whom all just Government powers originate.
II. All Governments on every level of governance shall enforce their own Law. No Government shall enforce the Law of another Government, be it superseding, beneath, or on the same level as that Government. Governments shall only enforce those laws which are under the enforcement and protection of themselves.
III. No Governments of Northaean jurisdiction shall contradict this Constitution with enactment of the Law, interpretation, enforcement, or judgement of the same.
IV. Any person or group found to have falsely accused a person of a crime with knowledge of the falsehood and intent to falsely accuse or frame another individual or group, shall be held to answer in the form of punishment or set thereof as if they had committed the very crime or set thereof whereof they have accused another individual or group. When in the case of false accusation, it shall be the job of the Jury to decide the innocence of the accused, and the Judge to decide on the possibility of intentional false accusation, with a required affirmation or similar confirmation under Oath by at least one-third of the assembled Jury, at which time the Judge shall decide the fate of the accuser as though they had been the accused determined to be guilty.
V. When in cases wherein the accuser shall bring forth to Court an accusation which breaks the law on more than one level of governance, sentencing for the accuser or for the accused shall take place on the highest possible level.
VI. When in cases of plague or great sickness, or natural disaster, wherein it is of a national concern, all Rights of the people shall be respected and shall be the primary concern of all levels of Government. Attempts to revoke the Rights of the people in whole or in part for temporary or permanent revocation, outside of the procedures outlined in Section I for temporary suspension of certain Rights, shall be considered Capital Crimes.
VII. The current acting President shall have the sole power to make a temporary suspension of Writs of Habeas Corpus and institute Martial Law, in which case the Federal Military shall become the sole source of law enforcement, an act which shall be made for a set period of time, after which it may be extended with affirmation from the entirety of the National Legislature in all of its constituent Bodies. The High Congress may, with further affirmation from the Low Congress, revoke the Presidential act of suspension of Writs of Habeas Corpus and the institution of Martial Law.

Citizens of Thaecia and whomever else is reading this,

Well it is hard for me to say this but...

This will probably be my last ever post here. After making this, I will be moving this into puppet storage, as I rarely log in here and have lost interest in this region and in the politics here. I am heavily involved in 3 other regions, and I've realised that I'm not one of those people who can easily be in several governments at once, and I don't like just hanging out here instead of being in government.

It has been a fun time while it lasted, particularly in the six months I was in the HoC. While I never wrote a bill, I was able to conduct scrutiny on most major bills and take part in most debates and votes. I am happy to have served as Deputy Speaker for a couple of months.

While I may be one who has a lot to write about usually, I have little to say now, little in my mind to reflect on my time here in this region. I have few thoughts about my time here, as I feel that I never really connected with Thaecian culture, but I remember the fun times I had in the HoC, effectively 'playing politics'.

I have a few people to thank and messages to give to:

Pap sculgief, for recommending me to move here and persuading me to run for the HoC. I see you as possibly a future PM here, and you will probably be remembered in Thaecian history.

Dizgovzy. You probably aren't reading this, since your 'fall from grace' with what happened over in Europe. Before that happened, you believed in me and supported me while I was an MP and while I was Deputy Speaker. You trusted me with looking after the docket while you were taking a break. A fun fact for everyone else: Me and Diz were communicating about how he was going to re-assume the position of Speaker while I was Acting Speaker the afternoon before he first left the region. He then sent me a TG saying 'uh slight change of plans', and then a couple of minutes later I saw his 'O Thaecia' post, which was his way of saying that he was leaving the region. I was in a way, the first to find out.

Hulldom, you always checked up on how I was and supported me throughout my time here. You helped me out where I needed it. I never really repaid it. Good luck in any future endeavours you have on NS.

The Bigtopia, thanks for giving me a chance as Secretary of Education, even though I was fairly useless in the role.

Brototh, sorry for the times when I acted like a bit of a newbie as I didn't properly understand the jokes that you made due to my lack of understanding of Thaecian culture. It's looking like you're doing good things as President, so keep it up.

Korsinia, while you were PM, I remember you publicly supporting me when public opinion of the HoC was so low. I never thought that I'd hear that from a PM!!

There are probably others that I would thank if I could remember, but those are all I can think of off the top of my head. Thanks to all those who believed in me, endorsed my campaigns, supported me in any other way.

I'll end a bit more philosophically than I usually would. I've been thinking about the musical 'Hamilton' recently (it's great watch it on Disney+, in person when theatres re-open or just listen to the soundtrack), and it's focus on what legacy you leave and what history sees of you. All of us who have been involved in NS regional governments will have left a legacy, in one way or another. Some may be remembered in Thaecian history as Prime Ministers or Presidents, others as notable cabinet ministers. Some may be remembered as bill writers and constitutional amenders. I don't know how I will be remembered in the future, as my legacy slides into history. One day, the name 'PSN' might be largely forgotten, or it might not. I'm happy that I was able to stand down and retire from Thaecian politics when I wanted, and had no 'fall from grace' and no sudden controversy. Some of us might go out with a bang, some with a whimper. And while my legacy on NS might not last forever, I hope that I've made somewhat of a positive difference. And I hope that in the real world I'll make a positive difference someday, leave a legacy, even if it is largely forgotten (like Alexander Hamilton's before the musical was written).

So always think about how history will see you, and what your legacy will be, whenever you take an action. You don't have to do something to make yourself really popular, but you might want to improve someone's day a little, or make a positive difference, both in the NS world in the real world. I hope that I've done my bit to make Thaecia a better place, and that I will be remembered as someone who did so.

Announcement From The Office of The Prime Minister

So, I believe it is known to all of you much of what happens in Thaecia, goes on in the Discord server. While I understand this is the case due to Discord being a favourable medium of communication and Discord being user-friendly for chatting, it should also be noted that some really valuable members of our community does not have access to Discord, and thus it's our duty to do our best to also engage with them and continue making them feel a part of the Community, which they undoubtedly are a part of. So everyday to start conversations with members on NS, I will be posing questions, related to various topics in life and NS. I'll also encourage and ask my Ministers to make important announcements on the RMB, and then forward it to the Discord Server. Everybody has access to NationStates, so all of our citizens will be able to know about the important things happening in Thaecia! And also, I'll restart the "Today I Learned" which I used to do during my first term as HAM, and was later continued by Indian Genius in my second term. And also guys, make sure to answer Brototh's form!
