Proposal 7, War update 2 has passed 8-0, with 2 abstentions
War update 2:
-Improves volunteers counter
-Nations may send volunteers to up to 2 nations
-Volunteers can come out of any of the three military divisions, and are not limited to one
-Volunteers now will be added to your active numbers
-Volunteers are maxed by the Conscription law of your max military size. ex. Volunteeres only (1%) with 1 million pop. will have 100 thousand max military and 1 thousand max volunteers
-Naval divisions will no longer require 500,000 manpower per fleet. Fleet sizes are now customizable
-Adds 2 casualty counters that will lessen the amount of troops you have trained/available to train.
-Casualties cannot lower your nation's population, so even if you lose everyone in a war, it will not be subtracted from your post-war population
-Active casualties are the casualties will subtract from your currently trained military
-This will be divided between your three military divisions
-Active casualties grow from combat and front lines
-Recruitable casualties are the casualties that subtract from how many people you have in your nation
-The conscription law percent of the total recruitable will subtract from the amount of troops you can train
-Recruitable casualties grow from bombings of your nations
-Active military size will count how many troops are actually actively in the military
-Troops may now be captured by the enemy, from things such as encirclements and surrendering major cities.
-The holder of the POWs can send them to an ally nation, or execute them
-When a major city is captured, 1/their total number of major cities of the troops they have captured will be freed
