Never really got into either of those shows though I did enjoy Law & Order. The original series that is, the spin offs never caught my interest either.

It takes about 6 months to reach a billion citizens. Bit of a wait, I guess. Bit scary to think that some people are approaching 25 billion, too.

At the bare minimum, all you need to do is respond to issues that are given to you by the game, and your nation will change over time. There are additional things you can participate in, both officially and unofficially. I would suggest reading the FAQ if you haven't already, as it lays out many of the options.

To refound a region, one has to eliminate every single nation from the region, wait til update, and then recreate the region with the same name after it dies.
Of course, I'm the only one who can actually eject and ban nations from the region (executive WA Delegate powers are turned off), so good luck. :P
