The Senate was doing its normal proceedings, discussing various laws and regulations when suddenly, A guard announced the arrival of President José.

"The Glorious President of Malpelo, José de Castilla is here!"

Everyone inside the building immediately stopped and stood up and shouted the usual salute as it was part of the protocol.
No one knew that the president was going to come to the senate, so this was quite unexpected.

José then walked inside the senate and headed towards the podium located at the very back, not even bothering to look at any of the senators or greeting anyone.

He then stepped on the podium and began reading a speech

"My Fellow Countrymen,

Despite a few flaws and various setbacks, I am pleased to announce today that Malpelo has finally been rebuilt from its civil war.

Men, Women, And Children now enjoy a high quality of life and no longer have to worry about food, income, or housing. Along with this, The National Department of Statistics' latest report says that all Malpeloan cities are now starting to grow and all industries are also reporting significant growth.

So, This is why I've decided to announce an Expansion of Malpelo.

According to various historical documents and maps, When Conquistador Pedro founded Malpelo around the 17th Century, he claimed three islands east of Modern-day Malpelo. These islands nowadays lay unclaimed by any nation. And so, I propose that we claim those islands and incorporate them into our nation.

This, however, will require a colossal effort, but I believe that we are capable of achieving the colonization of those islands. Along with this, I also propose that we establish research stations in Antarctia in order to also claim part of this vast continent."

President José then finished his speech by explaining his plan to colonize the islands

The Senate received José's proposal quite negatively, claiming that it was too ambitious and impossible to achieve.

The speech was supposed to be secret, but it was soon leaked by some person who was undercover inside the building.
