You can make another national, or work around it, or maybe even ignore it since Eurth is kinda separate from NS.

Also, to declare a war in Eurth, you should probably join the Eurth discord and complete the academy, then you could start writing a story regarding a war with another country.

(Note: There are also certain rules when you declare a war on other countries, this is stated on their introduction from the europans website)
