Congress hereby agrees,
Section I - The food product known as "yogurt" shall be defined as a milk-based food product obtained by the fermentation of either homogenized or non-homogenized denatured milk by bacterial cultures, and which shall have an approximate viscosity between 147 centipoise (cP) and 159 centipoise (cP).
Section I - The Thaecian Executive branch shall have the ability to create the Thaecian Dairy Commission (TDC), which shall be placed under the Home Affairs Ministry and tasked with testing all Thaecian-produced yogurt to ensure that it meets the above viscosity guidelines.
Section II: The TDC shall be led by a Thaecian Dairy Commissioner, who shall supervise one Deputy Commissioner and at least one Assistant Commissioner.
Section III: Every two months, the TDC is encouraged to submit a "Thaecian Dairy Report" to Congress, so that the legislative branch can be kept aware of efforts to ensure safety for Thaecian Yogurt consumers.
"For far too long, we have had yogurt that is too runny and yogurt that is too thick. In the name of the good lord Godsinia, praise be upon him, we should fulfill his holy wishes and regulate yogurt viscosity. I commend this bill to the Senate."
On an OOC Note: I have a 0.0% clue what we're actually doing with this bill, but we should definitely do this IC. :P
The first time this bill came to light, Thaecia was all too young. Much more pressing matters to establish herself as a thriving region they said. We will return to this later, they said.
Never did Thaecia return, until the age of Zanaana when be put it on the House floor. Alas, t'was not meant to be, as it slipped down to the abyss once more.
Eventually our heroes in the Senate brought the bill back up- even the legendary, revered Thaecian-Conservative Andy Dusre recognised that the region must change in order to survive. Alas, once more, it fell due to a technicality that the evil Cerdenia and his band of Justices exposed, thwarting the region once more.
But in the end, the Regulation of Yogurt Viscosity Act arose once more. Shall it fail, it shall rise again. Hail the Regulation of Yogurt Viscosity Act! Hail Rhyssua! Hail the Marconian State (the original author)!

Man this bill was introduced during the first ever session of the Thaecian House and when I was speaker. For too long has this bill been on the docket. To celebrate 2 years of Thaecia I strongly feel we should pass this bill for once and for all.

Article II, Section I of the Thaecian Constitution shall be amended to be read as follows:
The Legislative branch of government, also known as congress, shall be a bicameral legislature. The lower chamber shall be called the House of Commons (also known as the Commons or simply the House) and shall consist of at least seven members of parliament (MPs). The upper chamber shall be called the Senate and shall consist of at least 5 five senators. In order to expand or reduce the number of seats in either house chamber of Congress, two thirds of both chambers and the region, in the form of a referendum, must approve of the expansion/reduction a motion, requiring two-thirds approval in each individual Chamber of Congress, is required. Following the passage of the motion through both Chambers of Congress, the motion shall be sent to citizens and voted on through a region-wide referendum, requiring three fifths support of voting citizens in order to pass. The expansion or reduction must always result in an odd number of seats in a chamber.
Under Article II, Section I of the Thaecian Constitution, the following Sub-Section shall be created:
Sub-Section I - The first reduction of Congress following the addition of this Sub-Section to the Constitution shall not follow the traditional system for reducing/expanding Congress. Instead, the reduction may pass through a motion initiated in the Senate, provided the motion obtains the support of two-thirds of the Chamber. Following the first reduction of Congress done through this system, this Sub-Section shall no longer have any constitutional value and shall be removed.
Alright guys ths is pretty simple, everyone saw what happened, we all know that's BS and the region already voted in the referendum by a two-thirds margin. Taking all of these into account, we all know there is no reason to oppose this amendment, while we have never done something like this before, we must get this fixed as soon as possible, or else we will have ignored a referendum due to a technicality while also keeping the massive issue of noncompetitive elections which we have had for the past few months.

I would absolutely agree. This fixes something which is poorly worded, yet through that poor wording, is extremely damaging to our region and our government as a whole. While as Cerdenia said this is outside the typical precedent for the Senate, it is essential nonetheless, and therefore I encourage my fellow Senators to vote Aye on it, and will be doing so myself.
