Preamble

THE UNITED COMMUNES AND NATIONS OF THE REVOLUTIONARY COMMUNIST ALLIANCE DETERMINED

· to create a region for the advancement of the teachings of Karl Marx and all other communist and socialist philosophers;
· to end all exploitation, slavery and racist, sexist and queerphobic ignorance;
· to better, through friendly debate, our ideologies to achieve the most reasonable truth, whatever that may be;
· to unite in solidarity and harmony under a single inclusive community;

FOR THESE ENDS, ITS AMBASSADORS AND REPRESENTATIVES

ESTABLISH The Revolutionary Communist Alliance, founded on these supreme texts and all institutions based upon it. Its residents hold power, through active participation in its various institutions, where they assert their will and form its government.

Article 1. Foundation
The Revolutionary Communist Alliance is a direct democracy founded on the guarantee of all sentient beings to freedom, autonomy, equality, justice, labour and happiness.
The Region manages and recognises authority on The Revolutionary Communist Alliance (and its dependencies) on Nationstates and the Regional Server (and its dependencies) on Discord.

Article 2. Rights
National Rights
The innate and protected rights of Nations are inviolable.

The Region protects and encourages labour in all its forms for universal benefit.

Anyone has the right to freedom of conscience, objection and thought, and to express these through platformed press without censorship.
Anyone has the right to be duly and quickly tried and bring one case per crime before the courts. Restrictions upon the accused must be appropriate for the Region’s risks.
Anyone has the right to privately and publicly associate and assemble without warning or authorisation, where these aren’t to organise against the law.

Residents are guaranteed self-determination and security.
Individuals are protected from discrimination and harassment against those who seek to harm or threaten on basis of race, religion, ethnic origin, national origin, disability, age, sexual orientation or gender identity.
The law must be equally applied regardless of background, relations and identity.

When public authorities violate the rights guaranteed by these Inscriptions, resistance to oppression becomes the right and duty of every resident.

Regional Rights
The Region protects its citizens in their right to exercise democratic power without interference, influence or threat, in regular and designated elections and campaigns. Votes must allow for citizens to refuse the ballot or abstain.

Residency
Nations which reside in The Revolutionary Communist Alliance shall be granted Residency. Residency will be revoked if the nation ceases to exist or leaves the Region, with exception for authorised military missions.

Citizenship
Citizenship guarantees full membership within the community and Region of The Revolutionary Communist Alliance. Citizens are recognised and protected in their right to vote in regional elections and join.
Citizenship is granted with sponsorship from two citizens. It can only be revoked by loss of residency, processed criminal acts or renouncement.

Article 3. Law
Community - Government and Administration
The Community holds supremacy to protect itself from abuse.
The Region’s government and administration prioritises its Community above all.
Inscriptions - Constitutional Committee
The Governing Inscriptions are the highest laws of The Revolutionary Communist Alliance, establishing the Region and its government.
Legislation - Revolutionary Parliament
Legislation is the everyday law followed by The Revolutionary Communist Alliance, passed by Revolutionary Parliament.
Policies - Commissariats
Policies set rules, limits and directions for the various responsibilities and duties of government, established by their various Commissars.
Decrees - Public Officials
Decrees are orders from officials to organise the functioning of the region under their power, according to its policies and inscriptions.

Article 4. Government
Revolutionary Protectors
Founder
The Founder is the owner of the Flare of the Communist Alliance, they are a technical and ceremonial role responsible for appointing positions on Nationstates. They may be granted executive power at the Server Owner’s discretion and assist with appointments.
The Founder can be dismissed with a petition from four citizens, that must receive 3/4 approval from citizens of the Nationstates Region. An election will be held, with the new Founder requiring a 3/4 majority in an election, before the incumbent is dismissed. They may not be the Server Owner or WA Delegate.
Server Owner
The Server Owner is the owner of the Regional Discord Server, they are a technical and ceremonial role responsible for appointing positions on Discord. They may be granted executive power at the Founder’s discretion and assist with appointments.
The Server Owner can be dismissed with a petition from four citizens, that must receive 3/4 approval from citizens of the Regional Discord Server. An election will be held, with the new Server Owner requiring a 3/4 majority in an election, before the incumbent is dismissed. They may not be the Founder or WA Delegate.
WA Delegate
The World Assembly Delegate is the endorsed representative to the World Assembly from The Revolutionary Communist Alliance, a ceremonial role. They may be granted executive power at the Founder’s and Server Owner’s discretion and assist with appointments.They may not be the Founder or Server Owner.

Executive
Prime Commissariat
The Prime Commissariat is responsible for the organisation and security of the Region.
The Region assists in these goals directed by its Prime Commissar and their appointed deputies, the Doorman, the SAFE SIDE Director and the Generalissimo of the Armed Forces.

Prime Commissar
The Prime Commissar, elected every three months, is the head and representative of the Region and Prime Commissariat.
They hold no power in themselves and manage the region as instructed by its laws and officials. They mediate between commissariats and assure fairness. They investigate threats and acquire interests for the Region.

Subcommissars
Doorman, responsible for recruitment and assisting new residents and visitors.
SAFE SIDE Director, director of foreign and internal security to defend regional interests.
Generalissimo of the Armed Forces, director of the Region’s World Assembly forces.

Commissariat of State
The Commissariat of State is responsible for the management of the Region under law.
The Region assists in these goals directed by its State Commissar and their appointed deputies, the Archiver, the Discord Interior Executive and the Nationstates Interior Executive.

State Commissar
The State Commissar, elected every three months, is the head and representative of the Commissariat of State.
They are responsible for the general management, following the law to ease residents’ and visitors’ time navigating through the Region.

Subcommissars
Archiver, historian and archiver for the Region and its laws.
Discord Interior Executive, to which Discord management is delegated.
Nationstates Interior Executive, to which Nationstates management is delegated.

Commissariat of Culture
The Commissariat of Culture is responsible for communications, media and roleplay.
The Region assists in these goals directed by its Culture Commissar and their appointed deputies, the Regional Editor, the Regional Designer, the Head of Roleplay and the Apathy Officer.

Culture Commissar
The Culture Commissar, elected every three months, is the head and representative of the Commissariat of Culture.
They are responsible for every citizen being informed about Regional events and changes, every visitor being informed of foreign policy and aesthetically pleasing media throughout the Commissariats.

Subcommissars
Regional Editor, editor of public news and responsible for platforming private news speakers.
Regional Designer, responsible for contributing and platforming regional arts.
Head of Roleplay, director and manager of all roleplay activities.
Apathy Officer, encouraging active debate and regional polls.

Commissariat of Diplomacy
The Commissariat of Diplomacy is responsible for foreign relations.
The Region assists in these goals directed by its Culture Commissar and their appointed deputies, the Head Ambassador and the Head of Roleplay.

Diplomacy Commissar
The Diplomacy Commissar, elected every three months, is the head and representative of the Commissariat of Diplomacy.
They are responsible for embassies, relations with friendly regions, establishing relations with new regions and assisting newcomers from downtrodden regions.

Subcommissars
Head Ambassador, organiser of everyday foreign relations and ambassadors.
Refugee Commissioner, responsible for encouraging citizenship among foreign refugees.

Legislature
Revolutionary Parliament
The Revolutionary Parliament, composed of all citizens who volunteer for it, is the only legislative force in The Revolutionary Communist Alliance, with the power to enact, amend and repeal law by simple majority.

Parliament Speaker
Revolutionary Parliament is headed by the Parliament Speaker, elected every three months, responsible for moving proposals to a debate within 48 hours, if no other laws are currently under debate, easing debates into a vote within 72 hours and concluding a vote after 48 hours. They must remain neutral and abstain from voting within Revolutionary Parliament.
They can initiate a vote in Revolutionary Parliament to warn a member or suspend them from parliament debate, solely for disruptive behaviour, with 3/4 approval (the accused is excluded from this vote). The suspended member may not be prohibited from voting on law.

Judicial
High Judge
The High Judge, elected every three months, organises and summons juries and constitutional committees when called upon within 48 hours, safeguarding a smooth and informed transition to these seats, ensuring a common understanding of laws by all. They cannot occupy any leadership position in the executive.

Jury
A jury is composed of three members, selected randomly from a register of willing citizens when called upon. Jurors and their representatives cannot be on the Constitutional Committee. The three jurors will quickly convene to elect the Head Juror among any citizen to represent the Jury and moderate the trial.
Public Lawyers
Any resident may declare themselves a public defender or prosecutor to assist in cases when called upon.
Trial
Public trials may be initiated by any resident of The Revolutionary Communist Alliance, representing a prosecution and defence. The High Judge must convene a jury to moderate the two sides presenting their case and counter. An innocent or guilty verdict will be deliberated by the jury unanimously, with appropriate and fair punishments. An inability to elect a Head Juror, a non-unanimous jury or an appeal by either party will cause a mistrial.
Mistrial
After an appeal is submitted, a new jury will be selected to deliberate. If the new Head Juror declares proper procedure was not held, a new trial will take place. If proper procedure was followed, the jury will deliberate again to find a unanimous consensus. A third and final appeal can take place under the High Judge; they will determine whether to uphold the jury’s consensus, found compliant to due process, or to determine a final mistrial and acquittal.

Constitutional Committee
The Constitutional Committee is composed of three members, selected randomly from a register of willing citizens when called upon. Members and their representatives cannot be juror. The three members will quickly convene to elect the Head of the Constitutional Committee among any citizen to moderate and convey any deliberation. An inability to elect a Speaker will result in a new selection.
Judicial Review
The High Judge must, by proposal of one citizen, convene the Constitutional Committee to declare, by unanimous agreement, a law, policy, decree or any governmental action unconstitutional, following the law hierarchy. Their authors may be prosecuted judicially if written and acted knowingly with hostile intent. It may be restored by appeal under a new Constitutional Committee. A third and final appeal can take place under the High Judge; they will determine whether to uphold the Constitutional Committee’s consensus, or determine conclusive procedural inadequacies and restore constitutionality.
Inscription Amendments
The High Judge must, by proposal of one citizen, convene the Constitutional Committee to amend the Governing Inscriptions. The final draft may be called to a vote by approval of the Speaker. The new Inscriptions must receive 3/4 approval from citizens in a referendum.
