GEHIRN would be a part of Osteuropa, due to it basically being the other majority power. It’s like an underground political party, where on the overall it’s a state monopoly that controls a majority of the state’s power, but threatened by the figurehead basically having the sway of the people with propaganda and the paramilitaries.
