Hi ! Yes, the region is about a week old so it may take time for the RMB to be more active.
Why are we silent?
The region is named silent as I had originally made it for players who are relaxed and prefer to participate in occasional events and answering issues. So, there is a chance that the region is sometimes quite and so its name.

We can have at least a delegate
Yes, but presently we don't have any nation in the WA. For having a delegate we need a nation in the WA to be a delegate along with at least one more nation in the WA to endorse it.
We will have to recruit more nations for our region to have a delegate.
I added a rough constitution of Silent for the selection of a WA Delegate. You can check it on region's factbook and suggest any changes.

Man, you guys have been silent on the rb for 71 days! I have an idea. You guys mainly want to just answer issues. My region is new and we need more members to keep growing. Now we are currently running polls trying to get ideas on how we are going to shape our future government, I think you guys would like polls. You can be part of a region that will grow big one day and you can help grow this future empire by just moving over to my region, just keep your nations alive by answering issues, and answer an occasional poll. What you think?
Thanks for visiting Silent ! I had named this region Silent as I had expected most of the nations here to be inactive. We have made a constitution but we never had a functional regional government or tried to recruit new nations. I will be trying to improve this region and increase activity but if any nation in the region wants they can answer the polls. We can have an embassy to remain connected.
