Treaty of Manifest Accusation Prohibet Seditiones:

RECOGNISING that insurgencies, civil conflicts and other forms of notable national dissent can have major impacts in a nation, including immense changes to ideology, governance, and foreign policy, as well as the elimination of imprisonment of notable individuals.

AWARE that various foreign powers will take different sides in such conflicts.

UNDERSTANDING the frustration experienced when a rebellion is created by one player in the nation of another player.

RECOGNISING the right for each player to control their nation as they wish so long as it is is reasonable and legal as per the conventions of the RMB.

CERTAIN that the ability to have control over rebellions taking place in one’s own nation when requested, and to end rebellions undesired by the player who’s nation is suffering from, is a fundamental component of this right.

COMPREHENDING that being forced to change one’s entire government, characters, ideology and other aspects as a result of an unwanted rebellion created and controlled by another player is exceptionally frustrating and unfair.

CLARIFYING that the ability for other players to control their own factions in civil wars may be retained if desired by the player who’s nation the civil war takes place in.

HEREBY:

1. Defines for this treaty the following:
a) Insurrection: any form of insurgency, rebellion, unrest, revolution, or civil war within a nation.
b) Host Player: The player who owns the nation in which insurrection occurs.
c) Host Nation: The nation in which insurrection occurs.
d) Rebel Player(s): The player/s who control foreign rebels.
e) Foreign Rebels: Insurrections started or controlled by players who are not the host player.
f) Intervention: The actions of nations who are not involved in controlling foreign rebels nor are the host nation, but which are regardless involved in the insurrection.

2. Allows the host player to void the actions of foreign rebels should they desire to do so.

3. Allows the host player to allow or disallow rebel players to be involved in their insurrection.

4. Allows the host player to void and/or prohibit unwanted intervention.
