Overview

The Ministry of Defense (Maxmum) is the Covonantian government department responsible for implementing the defense policy set by the UC government and is the headquarter of the Covonantian Armed Forces

The Maxmum principal objectives are to defend the Union of Covonant, and island territory of Senoica, and military bases around the Western Isles and its interest and to strengthen international peace and stability. With increasing instability and threats ever present throughout the region, the Maxmum foresees the threat of short-term conventional military threats as well as weapons of mass destruction, international terrorism, and failed and failing states as the overriding threats to Covonantian interests. The Maxmum also manages day to day running of the armed forces, contingency planning, and defense procurement.

Defense Policy

The Maxmum has supported and carried out policy option that ensures the defense of Covonant and the country's foreign interest. The Defense Ministry has since been regarded as a leader in elaborating, organising and carrying out the concept of "defense diplomacy". As a result of the Revised Strategic Defense Policy, Prime Minister Imperatus Marl has signed numerous treaties with countries such as Noronica and Vancouvia that would have the two countries co-operate intensively in military matters. The Union of Covonant has established naval, military and air bases in the Central and South Mesder Sea, Wake Islands Area, Argean Sea and North Argus, South Argus and Surrounding Islands, Southern Seas, Gael, and Kavju Sea. The Strategic Defense Policy included a C35 billion Crown investment in new equipment and capabilities. The revision sets a defense policy with four primary missions for the armed forces:

  • Defend and contribute to the security and resilience of the UC and overseas territory

  • Provide the nuclear deterrent

  • Contribute to improved understanding of the world through strategic intelligence and the global defense network

  • Reinforce international security and the collective capacity of our allies, partners, and multilateral institutions

The revision provides for the extension of the armed forces role to include:

  • Support humanitarian assistance and disaster response, and conduct rescue mission

  • Conduct strike operations

  • Conduct operations to restore peace and security

  • Conduct major combat operations if required, including under C6 article 5

Current Threats

Following the end of the Cold War, the threat of direct conventional military confrontation with other states is still present along with a new global issue which concerns terrorism. The divide in ideological political practices of the west with mostly liberal democratic states and the east with predominantly communistic autocratic regimes, the armed forces remains on guard in the event of military escalation and antagonistic behaviour towards Covonant, her allies, and her foreign interest.

States interest in creating an Hegemony in Covonant's sphere of influence also poses problematic threat to Covonant's peace and existence. The Union of Covonant through multilateral defense alliance and bilateral agreements has embarked on a path to ensure threats in Covonantian sphere of influence is kept minimal.

The rise in terrorism and terrorist activities around the region also poses threat to Covonant's security and peace. Covonant has experienced numerous terrorist acts which has led to a restructuring of Covonant's interaction with foreign states and the role of the IDC and the Ministry of Defense policy action. The safeguarding of Covonantian interesting presents challenges from states that acts as a impediment to the goal of the Union being achieved.

  • The Defense Board: Chaired by the Minister of Defense and responsible for top level management across defense. Its membership comprises the Foreign Minister, Defense Minister,

  • The Defense Council: Provides the formal legal basis for the conduct of defense in the UC through a range of powers vested in it by statute and Letters Patent'. It too is chaired by the Foreign Minister, and its members are ministers, the senior officers and senior civilian officials.
