Recognizing our ancient bonds of friendship, transcending our past differences, the free regions of Equilism and The North Pacific seek to again have fun, foster inter-regional cooperation, and oppose tyranny in a new alliance.
1. The parties to this treaty are Equilism and The North Pacific.
2. The parties will recognize the constitutional governments in force at the time of ratification of this treaty as the sole legitimate governments of their respective regions.
3. The parties will not seek or act to undermine one another by any means, including subterfuge, espionage, and invasion.
4. Both parties pledge to defend one another militarily upon request.
5. The parties will share any intelligence relevant to the defense of the other party.
6. A new treaty between the parties may override this treaty.
7. If a party to this treaty acts in willful non-compliance to this treaty, or attacks an ally of the other party, then the other party may immediately terminate this treaty and/or all diplomatic relations, and may issue a statement detailing the transgression.
The West Pacific and Equilism hereby enter into a mutually beneficial Treaty of Friendship, Goodwill, Cultural Exchange, Respect, Security and Military Cooperation. The signatory regions seek to encourage inter-regional cooperation in all areas of mutual interest. Both regions remain sovereign, as do each region's nations.
This Treaty is an exclusive agreement between The West Pacific and Equilism and does not affect any current and/or future alliances or treaties. This Treaty is not subject to the approval or disapproval of any other parties.
Each region will maintain an Embassy in the region of the other to further communication between the signatories. Embassies and Ambassadors will respect the laws of foreign soil.
The members of each region are invited to participate in the cultural events of the other. The signatories are also encouraged to hold inter-regional cultural events. Such events may be opened to participation by non-signatories.
The signatories are encouraged to share information of vital need to each other. All care shall be taken to preserve the integrity of information sources. Such exchanges will be limited to the signatories only, and not to any third party. Information sharing may only be initiated by the TWP Delegate, The Equilism Founder, or their designated regional representatives.
The signatories commit themselves to the principle of mutual defense and military cooperation. The military of each signatory is encouraged to work with the other whenever possible. Co-operative military training programs and exercises are encouraged, and may be proposed by either party. Each signatory recognizes the right of the other to refrain from participation in actions that would violate their sovereignty.
Should a misunderstanding arise at any time as to the interpretation of this document the matter shall be resolved between the appropriate officials of each region. Appropriate officials shall be understood to be The TWP Delegate, the Equilism Founder and/or their officially designated representatives.
Each region confirms that they will not engage in the subversion of the legally recognized government of each respective region.
Each region reserves the right to refuse to assist in the other region's endeavors.
Each region reserves the right to cancel this Treaty by public announcement and official notification.
This Treaty will remain in effect for a period of one year. At the conclusion of this period, the signatories may approve an extension, renegotiate the terms of the treaty, or allow it to lapse.
WHEREAS, the Equilism Commonwealth of Nations ("Equilism") and the Republic of Europeia ("Europeia") have engaged in discussions about the natural alliance between the two regions, and how to deepen it; and
WHEREAS, Equilism and Europeia wish to develop closer ties with one another through continued discussions, as well as the treaty undertakings set forth herein;
NOW, THEREFORE, Equilism and Europeia agree as follows:
1. Military Undertakings
(a) Neither Equilism nor Europeia will engage in military hostilities against the other, nor against one another's protectorates which have been established by regional law and communicated to the other signatory. Participation by Equilism and Europeia on opposite sides of a military engagement that does not constitute an attack on either region or a region's protectorate shall not be considered "military hostilities against the other" for this purpose.
(b) To the extent practicable, Equilism and Europeia shall provide the other defensive military assistance in case of an attack.
(c.) Both Equilism and Europeia shall not cede their sovereign control over their respective military forces to any supraregional alliance. Sovereign control is interpreted as being able to make the ultimate decision with regards to the region's military resources participating in a military operation. Both regions may continue to enter into bilateral and multilateral agreements for common defense.
(d) Equilism and Europeia shall aid each other in Delegacy transferrals when requested.
(e) Equilism and Europeia will collaborate militarily for the combined benefit of both regions when practical.
2. Intelligence Undertakings
(a) Neither Equilism nor Europeia will set spies on the other. For this purpose, a "spy" is a person acting under false pretenses in one region, without that region's knowledge, and at the direction of the other region's legitimate government.
(b) Equilism and Europeia each shall provide information to the other if such information is pertinent to the other region's security or well-being, or otherwise upon the other's reasonable request, unless the party in possession of such information reasonably believes that providing that information might violate applicable laws or contravene the terms of service for NationStates or the region's forum provider, or when revealing that information would unduly compromise that party's source(s) of information. Both signatories shall endeavor to reveal as much as possible in such situations, but not more than they can under laws, terms of service or the need to protect sources.
(c.) Equilism and Europeia will each make it a violation of their internal laws to spy on the other, if a similar or related law to the same effect does not already exist. To the extent permitted by each region's laws, this Section 2(c.) shall be deemed self-executing.
3. Diplomatic Undertakings
(a) Equilism and Europeia shall establish and maintain in-game embassies (i.e., on the NationStates site) with one another.
(b) Equilism and Europeia shall maintain off-site embassies (i.e., on their regional forums), consistent with facilities provided to other allies.
4. Cultural Undertakings
(a) Each signatory will endeavour, where appropriate and/or possible to engage in social and cultural activities with the other signatory. This can include, but is not limited to, festivals, competitions and university sharing events.
(b) As soon as practicable following ratification, Equilism and Europeia will collaborate to stage a cultural festival to celebrate this treaty.
5. Recruitment Undertakings
(a) Neither Equilism nor Europeia will deliberately engage in recruitment from the other, nor from one another's protectorates which have been established by regional law and communicated to the other signatory. This clause shall not prevent Equilism or Europeia from engaging in recruitment from the feeder and sinker regions. "Recruitment" is defined as the sending of telegrams on the NationStates site to encourage nations to move regions.
6. General Provisions
(a) This treaty shall take effect when it has been ratified by the duly authorized legislative bodies of both Equilism and Europeia.
(b) Upon ratification, this treaty shall be the sole treaty between Equilism and Europeia, superseding any prior written documents describing a relationship between the regions.
I. This treaty allies the New Galactic Empire and Equilism, to show their goodwill and friendship with one another.
II. An attack on either region by an outside force shall be considered an attack on both regions.
III. In the event of an attack on either region, it is agreed that the other region shall offer whatever assistance available and necessary to defeat the threat, until such a threat dissipates or assistance is no longer required.
V. While joint military activities are encouraged, the forces of Equilism and TNGE are to remain separate, reflecting the sovereignty of both regions.
VI. Any intelligence acquired by Equilism that is relevant to TNGE, or vice versa, shall be required to be passed on to the relevant authorities of the other region. Intelligence outside of this may be passed on at the discretion of the relevant authority in each region.
VII. If a situation arises between each region where the Equilism or the New Galactic Empire has issues or a point of conflict with one of the other region's allies; then both regions are to act under the premise that getting involved is not necessarily required unless it directly affects regional security.
VII. Citizens of both regions are encouraged to apply for dual citizenship of TNGE and Equilism, to cultivate the bonds of friendship and the sharing of culture between regions, in the hope that the a close friendship and alliance will prosper as a result.
Equilism and Unknown hereby enter into this mutually beneficial treaty to increase goodwill, respect, security, culture, and military cooperation. Each signatory is encouraged to cooperate in all areas of mutual interests. Each region remains sovereign, as does its nations.
- This Treaty is an exclusive agreement between Equilism and Unknown and does not affect any current and/or future alliances or treaties. This Treaty is not subject to the approval or disapproval of any other parties.
- Each region will maintain an Embassy in the region of the other to further communication between the signatories. Embassies and Ambassadors will respect the laws of foreign soil.
- The members of each region are invited to participate in the cultural events of the other. The signatories are also encouraged to hold inter-regional cultural events. Such events may be opened to participation by non-signatories.
- Signatories are encouraged to share any vital information that involves the security of the other. Signatories will also respect the security and integrity of this information. Information exchanges shall be limited to the signatories only, and not shared with any third parties without prior consent. Information exchanges can only be initiated by the founder or co-founders of Equilism and the Archempress of Unknown, or their regional representatives/liaisons.
- Signatories commit themselves to the ideals of mutual defense and military cooperation whenever possible, including training and real missions. These may be initiated by either party. Each region shall also appoint one liaison to ensure communication between the two militaries. Each liaison is subject to the approval of the host region, and at any time the host region can deny, and request a replacement liaison to be sent.
- Each region confirms that they will not engage in the subversion of the legally recognized government of each respective region.
- Each region reserves the right to refuse to assist in the other region's endeavors.
- Each region reserves the right to cancel this Treaty by public announcement and official notification.
We, the undersigned, disgusted with the inexcusable practice of forum crashing and its attendant evils, wish to use this treaty as a means to work for the eradication of the practice.
Crashing: any action which could cause a forum to go out of service or lose information, including: the deletion of posts, the deletion of the forum, spamming, or any other act of this kind.
Legal: In accordance with the rules of Nationstates as set out on the site.
Off-site property: Any forums, websites or Wiki pages owned or maintained by a Nationstates nation, organization or region.
Signatories: The regions and nations who sign and the organizations on whose behalf they sign the treaty.
Spamming: Any action undertaken by non-region nationals to waste space on forums or to cause forums to crash. This includes any attempts to force a DOS error on forums and any attempts to flood the RMB of a region which is not your normal abode.
Phishing: Any attempts to gain forum controls or passwords by deception, especially by posing as administrators or moderators.
We, the undersigned, do agree to adhere to all the regulations set out below and do hereby accept the right of all nations, regions and alliances to create and maintain off-site property without hindrance, annoyance or any behaviour which could prevent the free exercise of this right. We commit to specifically refrain from all forms of forums crashing, spamming and phishing and condemn these acts as illegal and destructive. We also agree that no such act shall be ordered, condoned or accepted as legal by us or those nations and regions whom we represent and influence.
We agree that proper geopolitical requirements and cooperation are a key to preventing those who engage in acts proscribed in this treaty from continuing to do so. Signatories to this treaty agree to multilateral cooperation and further agree to enact laws against acts proscribed in this Treaty on a regional or organisational basis as one of the requirements for full membership. To fulfill the second requirement of membership we further agree that nations and entities that engage in these acts will gain no safe haven in member regions and organizations. To that effect we assert the right of all members to bring charges and try those that engage in these acts within their court system.
In order to be a member of this Treaty, a prospective member region or organization must meet the above requirements of Section II, ratify it within their region or organization and send a legal signatory to post their acceptance of the Treaty terms within the ACCEL and TWP areas where the original Treaty will be held in trust for all member regions and organizations. This treaty shall be binding and shall remain in effect from the time a signatory is added to the list, to the time they post a request to leave the Treaty. While the decision of a signatory to leave this treaty shall be unfortunate, it shall not be construed as support for, or intention to commit any of the acts condemned in this treaty. This treaty shall be considered supplementary to and not a replacement for any treaty in force between any and all of the signatories.
Given the scope and purpose of this treaty, signing the treaty does not necessarily mean that signatories are in political or diplomatic agreement on any other matter bar the matters attended to in the text of this treaty. It is the hope of the signatories that, given that forum crashing may affect regions of all sizes and political views, this treaty shall be signed by as many regions and organizations as possible. Any and all signatories are hereby granted the right and encouraged to invite others to sign this treaty.
Treaties no longer in effect:
We, the undersigned governments; mindful of the impact Nazism has on the community we all share, devoted to combating scientific racism, appalled by the glorification of Nazi Germany, determined to overcome gameplay differences, and committed to making the NationStates community more accessible; do hereby establish and join the Coalition Against the Ideology of Nazism, herein referred to as "CAIN", and agree to recognize and adhere to this Treaty and the commitments set forth within.
Nazism: The ideology and practice associated with the 20th-century German Nazi Party and Nazi state, as well as other far-right groups. In the context of NationStates, it is an ideology that glorifies National Socialism or Nazi Germany and/or actively practices Nazi beliefs such as antisemitism, pseudo-scientific racism, racial hygiene, slaughter for living space, genocide, eugenics, persecution of LGBT, etc.
Nazi Region: A region recognized by CAIN as a region that practices, or has practiced, Nazism.
Nazi Collaborator: A region recognized by CAIN as a region that assists in furthering the agenda of, and/or shares core beliefs with, Nazism and/or Nazi Regions.
Signatories: The regions and organizations that sign this treaty.
On-Site Embassy: An embassy created through NationStates.
Off-Site Embassy: An embassy created on the off-site forum of a signatory region.
Inter-regional Agreement: Any Treaty, Accord, Pact, or Agreement with another region recognized by a signatory's government as legally binding.
Military Assistance: In the context of NationStates, military assistance shall be described as participation in raiding, defending, assisting in delegate transfers, or any other military action that benefits another region.
2. Membership Administration
(a) Signatories shall not maintain off-site or on-site embassies with Nazi Regions.
(b) Signatories shall not enter into inter-regional agreements with Nazi Regions.
(c) In order to be recognized as a signatory, regions must ratify this treaty in concordance with their internal laws. Once ratified, regions must send a legal representative to signify their acceptance of this treaty within the sub-forum of the Europeian off-site forum where the original treaty will be maintained for all signatories.
(d) Any signatory may nominate a region that meets the definition, as described by this Treaty, to be a Nazi Region. Such nominations must be approved by a vote of two-thirds of signatories before being officially designated as such by CAIN.
(e) Any signatory may nominate a region that aids in spreading the beliefs of Nazism to be considered a Nazi Collaborator. Such nominations must be approved by a vote of two-thirds of signatories before being officially designated as such by CAIN.
(f) Any region may be removed from the officially designated list of Nazi Regions by a vote of three-fourths of signatories.
(g) Any region which voluntarily participates in a military operation alongside, or possesses an on-site embassy with, a Nazi Region shall be officially designated as Nazi Collaborators.
(h) Any region officially designated as a Nazi Collaborator shall be subjected to the same clauses as Nazi Regions with the exception of Section 2(g).
(i) Europeia shall maintain a list of all officially designated Nazi Regions alongside the original CAIN treaty.
(j) No region designated as a Nazi Region may join CAIN as a signatory.
(k) Any signatory may be removed as a signatory by a vote of three-fourths of remaining signatories.
(l) The highest executive authority of a signatory region, or an internally selected representative, will be recognized as that signatory's voting member for the votes mentioned in this treaty.
(m) All votes mentioned in this treaty shall be announced one week in advance of the voting process, and shall last five days.
(n) In order for the voting process to take place, a simple majority of signatories must indicate their presence. Any signatory which is not present during the voting process will have their vote counted as an abstention.
(o) The votes mentioned in this treaty shall take place on the off-site forum of Europeia in a sub-forum contained next to the original treaty. This sub-forum will be restricted to legal representatives of signatories.
(a) Signatories shall not provide military assistance to any region officially designated as a Nazi Region.
(b) Signatories shall append a document to the treaty, which may be amended by a motion supported by a majority of signatories. Within this document will be listed a number of Standardized Responses which signatories are encouraged but not required to use in the intended circumstances.
(c) The circumstances for which a standardized response shall be listed will include, but not be limited to, the following:
(i) A Nazi Region acting militarily against a signatory,
(ii) A Nazi Region participating within a military operation of a non-Nazi Region, and
(iii) A Signatory acting militarily against a Nazi Region.
(d) Signatories commit to working together, when consistent with internal policy, to oppose Nazi Regions through military means. This commitment includes, but is not limited to:
(i) Invading Nazi holdings,
(ii) Liberating regions raided by Nazi Regions, and
(iii) Defending against raids involving Nazi Regions.
(e) Signatories commit to working together, when consistent with internal policy, to oppose Nazi Regions through Security Council means. This commitment includes, but is not limited to:
(i) Opposing commendation proposals of Nazi regions and players,
(ii) Cooperation on condemnation proposals of Nazi regions and players,
(iii) Supporting defensive liberation proposals for regions raided by Nazis, and
(iv) Supporting offensive liberation proposals against Nazi Regions.
(f) The signatories of this treaty shall maintain a thread on the Gameplay section of the NationStates forums in which standardized responses shall be posted. For the sake of transparency, the original treaty shall serve as the first post in this thread.
4. General Provisions
(a) Signatories recognize that signing this treaty does not make them allies of the other signatories.
(b) Signatories recognize that signing this treaty does not signify political, diplomatic, or gameplay agreement with their fellow signatories except on the subject of Nazism and Nazi Regions.
(c) This treaty is considered legally binding upon a signatory's completion of the requirements described in Section 2(c).
(d) Should a region wish to resign as a signatory of CAIN, they may do so by going through the process of repealing this treaty in concordance with their internal laws and disseminating a public notice of its repeal. Such notices must be released in a way that reaches a majority of signatories.
(e) Any region wishing to join as a signatory of CAIN after the initial conference on this treaty may do so by receiving sponsorship from two signatories. Sponsored regions will then be voted on by all signatories. Should they receive a simple majority of the vote, regions must complete the requirements described elsewhere in this treaty.
(f) This treaty may be amended by a vote of three-fourths of signatories. Such amendments must then be ratified by the signatories before being considered binding. Amendments will be announced in the CAIN Gameplay thread, after which signatories have two weeks to decide whether they wish to ratify the amendment or not. If no progress has been made on the ratification process after those two weeks the region will no longer be considered a signatory.
(g) Any signatory may opt-out of ratifying amendments to CAIN. After doing so, they will no longer be considered a signatory.
(h) Any signatory which misses two votes consecutively will have their signatory status suspended until such time that they request to be returned to active status. During this suspension, they will not be counted as a signatory for clauses mentioned in this treaty.

Wherein the Commonwealth of Equilism shall recognise the Dominion of Warzone Europe as a Protectorate and all that it entails under regional law.
Article 1 - Administration of Government
The Government of the Commonwealth of Equilism (hereafter known as Equilism) and the Dominion Government of Warzone Europe (hereafter known as the Dominion) resolves to maintain Warzone European sovereignty in matters relating to internal government procedure, diplomacy and military matters where such areas do not conflict with overall policy of the Commonwealth of Equilism.
1.1 To that extent, Equilism hereby extends an offer of residency to the Dominion Government and community to take up residence on the Equilism Community Forum to better lay the foundations and strengthen the bonds between both communities.
1.2 The Dominion Government shall be afforded the ability to oversee their own independent sections of the Equilism forum, where possible.
1.3 The Dominion Government shall be afforded the ability to structure their government as they wish, and shall retain the ability to amend their structure as they see fit.
1.4 The Dominion Government will be afforded the right to choose a representative to the Equilism Senate to act as their proxy, delegate or named official for the Dominion.
1.5 Equilism recognises the leadership of Empress Astarial of Warzone Europe, and her status as Head of State of Warzone Europe and any status, legal or otherwise that is granted to them by right or law.
Article 2 - Recognition of Mutual Defence and Security
2. The Government of Equilism pledges to support the sovereignty of Warzone Europe wherever possible in line with this Treaty and our shared community.
2.1 Both Equilism and the Dominion commit to the principle of mutual defence and security and will not commit to any policy, alliance or event which could negatively impact the security or defence of either signatory without first consulting the relevant officials of each party.
2.2 Both Equilism and the Dominion agree to share important intelligence with the other party should it pertain to threats domestic or external against their community or region.
2.3 Both Equilism and the Dominion commit to not partaking in espionage against each signatory, or infringing the sovereignty of the other signatory in any manner unless specifically requested by the primary authority of the other signatory.
2.4 Equilism commits to deploying the E-Army (or any successor military) in defence of Warzone Europe when necessary for the duration of this agreement.
Article 3 - Administration of the Agreement
3. The Government of Equilism or the Dominion Government of Warzone Europe may choose to conclude the formal protectorate relationship at any time by giving a minimum of 7 days notice to either party.
3.1 This does not automatically include a conclusion to the shared-residency of the Equilism Forum, nor can the Government of Equilism evict the Dominion Government from the forum.
3.2 The Dominion Government is free to conclude the shared-residency status on the Equilism forum at any time, and should give a 7 day notice period to the relevant authorities of Equilism, and/or the Senate before this period starts.
3.3 This Treaty will come into effect once ratified by the Senate of Equilism, and the Dominion Government of Warzone Europe.
3.4 This treaty shall expire 12 months (one calendar year) from ratification by both parties unless it is renewed by both signatories within that time period following a gathering to discuss the relationship and ensure there is communication between both parties.
3.5 This treaty will be considered null and void should the Dominion Government or Equilism cease to exist without any named successor governments, subject to re-ratification by successor authorities as necessary.
