• The nation must not have a larger allocation of government funds to the areas of defence and religion compared to the areas of environmental protection, education and welfare

• The nation must not have recent legislation that poses a direct threat to the nation's animal population

• The nation must not have recent legislation that is blatantly hostile against immigration or environmental protection
