The General Assembly,
​Affirming the right of individuals to engage in voluntary trade and commercial exchange free from arbitrary state interference,
​Recognizing that import duties, tariffs, and customs surcharges function as state taxes that artificially inflate living costs for everyday consumers,
​Believing that open international commerce lowers living costs, maximizes economic efficiency, and protects individual economic liberty,
​Hereby enacts as follows:
​Protection of Consumer Exchange: Prohibits member states from imposing tariffs, customs surcharges, or import duties on commercial transactions between member nations.
​Safeguarding Market Choice: Prohibits member states from establishing statutory import quotas, volume limits, or protectionist bans on foreign commercial goods.
​Administrative Fairness: Requires all safety, quality, and inspection standards to apply identically to domestic and foreign goods without discriminatory fees, delays, or regulatory hurdles.
​Implementation Framework: Grants member states a transition period of ninety days following passage to align domestic trade legislation with this resolution.
