1. Summary
This Proposal is on the weaker side of modern resolutions, and has few, if any, enforceable provisions, choosing rather to mostly establish a Committee called "STAR" to engage other spacefaring nations and encourage safety before, during, and after space travel. STAR (the agency) promotes, publishes, and collaborates, while STAR (the proposal) gently encourages the adoption of universal standards of spacefaring safety, in the public interest.

2. Delegate Voting Recommendation
The objective of resolutions is to build the basis for nations to help others help themselves. It is premised on the understanding that nations fail when they are not supported by the international community, and wherever failure would lead to an erosion of Sovereignty — the capacity to help, really — nations have an obligation to step in. In this Communitarian Sovereignty model, low-intensity, high stat-yield proposals like these could be the bridge between the burgeoning isles of Compliance. I am pleased to recommend a FOR vote.

3. World Census Analysis
Initial projections suggest a rise in Industry: Book Publishing for most nations, due to publication of free research material, leading to more education being accessible to researchers, who can collaborate and develop better technology through this. With notable increases to Scientific Advancement and Intelligence, nations can pursue economic and social interests that they would otherwise have been locked out of, due to Primitiveness and Ignorance, which the World Census Analysis for this proposal promises a decline in.
