OWL recommends voting $FOR$ the at-vote resolution, "Space Transport and Astronomical Research”. The Delegate has been asked to cast their vote accordingly.

The currently at vote GA proposal is titled “Space Transport and Astronomical Research”. It aims to engender cooperation between members, promote the international research and understanding of space along with the publication of relevant findings, and establish recommended guidelines for members to follow in the aims of fostering international partnership within space. It does this in a non-binding manner via the creation of the Space Transport and Astronomical Research (STAR) Administration, which establishes guidelines and promotes collaboration as a neutral, non-intrusive agency which facilitates the aforementioned aims of this proposal.
One of our concerns about this proposal was its nonbinding nature. However, it can be easily argued that following this proposal's provisions acts in the sovereign interests of individual member nations as STAR’s outlined responsibilities actively nurture and promote international cooperation. The non-binding nature of this proposal also acts as a benefit for national sovereignty, as it does not enforce or punish any nations for actions taken against this proposal. Outer Space is a very vast frontier, and this proposal adeptly acknowledges and acts upon that by avoiding provisos which may be reasonable to be binding for some members at specific technology levels, but unreasonable and downright harmful for other members which may be at vastly different technology levels. Overall, this is a no nonsense, straightforward piece of legislation which proficiently accomplishes its goals.
