Proposal Overview:
This proposal aims to protect the rights of everyone to freely practice their own religion along with protecting the rights to change or abandon a religion. The proposal prohibits governments from forcibly changing or removing their population’s religion they practice and protects against denying anyone education and or employment just based upon their religion.

Ministry Analysis:
This proposal seeks to protect civil rights in regards to religion and religious practices, yet it is plagued by a critical flaw that would leave us with more problems than it tries to solve. The simplistic definition of "religion" and the overly broad definition of "belief" lead to a scenario where nearly every belief held by a person could be covered under the stipulations of this proposal, even if they are not religious in nature. This is a critical flaw pointed out several time in the attached discussion thread.
Any form of not harmful religious beliefs and practices should be covered by provisions of freedom of expression, freedom of assembly and legislation against discrimination, therefore not needing a special status amongst other characteristics worthy of protection.
Based on these facts the Ministry of World Assembly Affairs recommends a vote AGAINST this proposal.
