International Agricultural Biodiversity Safeguard

Proposal Overview:
The proposal aims to establish the International Seed Preservation Initiative (ISPI), a global effort to protect international agricultural biodiversity through seed preservation methods in light of the ever-increasing threat of climate change, among other threats. The proposal highlights the primary duties of the ISPI under Article 2:
1. Maintain secure, climate-controlled seed storage facilities;
2. Develop redundant storage systems across multiple geographic regions to prevent catastrophic loss;
3. Prioritize the preservation of staple, cultivated crops, regionally significant plant species, and endangered flora;
4. Maintain records sufficient to ensure that distributed genetic material is used in accordance with this resolution
The proposal also provides further abilities of the ISPI through giving it the ability to temporarily suspend access to genetic material for nations who have intentionally violated Article 5, and authorizes the ISPI to distribute preserved seeds cost-free to nations experiencing immense agricultural collapse. Furthermore, the bill also restricts the ISPI from monopolizing and restricting preserved seeds and prohibits the patenting, declaring exclsuive intellectual property, and commercially exploiting genetic material without the originating nation's consent and directs the ISPI to regularly publish reports on the state of global agricultural biodiversity and risks to food systems.
Ministry Analysis:
The Ministry must recognize the threats the world currently faces that greatly affects international agriculture, moreso on agricultural biodiversity and global food security. The proposal does its absolute best to remedy this situation by establishing an initiative that would be responsible for supervising seed preservation, a simple yet practical and effective method to protect international agriculture. The proposal also does a great job in ensuring that the ISPI does not overreach the national sovereignty of each nation and regulates its powers, while still becoming an effective institution for the purpose that it was created. Therefore, the Ministry recommends a vote FOR this proposal.
