forum-side office.Overview: This resolution puts forth a set of guidelines by which future proposals are expected to abide, establishing an appropriate scope for international legislation: proposals shall only legislate matters of international concern, and those only as restrictively and onerously as strictly required. Wherever no international law applies, national institutions must be assumed to hold authority.
Analysis: "World Assembly Governance Standards" is firmly guided by recognition of the nation as a sovereign entity capable of determining and enforcing its own policies. It establishes that absence of international law implies and imposes nothing at all, neither permission nor prohibition, in individual states. It stands against legal overreach, into those subjects that should be of entirely no concern to an extra-national body, those that are regulated by that body, and those that might at some other time be; at the same time it does not paralyse the World Assembly through not letting it pass reasonable proposals or applying excessive scrutiny to such. In that, this resolution defines a clear, balanced, effective and respectful place for the World Assembly as a legal institution.
