The Citizenship Bill is proposed to outline and mandate the requirements for citizenship, enable a process of application for naturalisation with Pax Imperialis, and the removal of citizenship (denaturalisation) within Pax Imperialis. Pursuant to this, given Imperial assent by the Emperor of Pax Imperialis, the following is enacted:

    Article I: Requirements for Citizenship

  1. A nation not a member of the World Assembly must be a resident of Pax Imperialis and must sustain such residency for not less than two weeks (14 days).

  2. A nation holding membership in the World Assembly must be a resident of Pax Imperialis and must sustain such residency for not less than one week (7 days).

  3. During the residency of a nation prior to citizenship, a minimum amount of productive engagement is required, expressed via the Regional Message Board of Pax Imperialis.

    • The sufficiency of engagement in terms of quantity and productivity is examined on a case-by-case basis upon the submission of a citizenship application as outlined in Article II of this bill.

  4. Nations are considered residents on the day that the nation 'moves' to Pax Imperialis.

  5. Two or more nations of the same authority may not hold citizenship simultaneously.

  6. A nation cannot have been banned from any region with credible moderation.

  7. No nation convicted of a crime within Pax Imperialis may be eligible for citizenship.

    Article II: Process of Application for Naturalisation

  1. Only nations eligible under Article I of this bill may submit applications for naturalisation to the relevant office.

  2. Applications for naturalisation sent by ineligible nations will be rejected automatically, with reason provided to the ineligible applicant.

  3. Applications for naturalisation are prescribed to request the following information to be reviewed by the relevant office:

    1. Name of primary nation.

    2. Residence of primary nation.

    3. World Assembly status of primary nation.

    4. List of puppet nations.

    5. List of previously resident regions.

    6. Declaration of membership within any organisation.

    7. Interest in participation in roleplay.

    8. Interest in participation in regional politics.

  4. A standard oath of loyalty must be taken by nations submitting an application for naturalisation.

  5. An application for naturalisation must be filled out in full to be acceptable.

  6. An application for naturalisation may be rejected for, but not limited to, any of the following reasons:

    1. Misleading information provided on an application.

    2. Failure to properly express loyalty to the Emperor.

    3. Application for an individual who has already obtained citizenship through another nation.

    4. Concerns about national security related to the regions or entities to which the applicant belongs.

    5. The administration of a nation within a hostile region.

  7. Nations with a successful application for naturalisation are granted citizenship upon the earliest convenience of the relevant office and imperial approval of naturalisation.

    Article III: Process of Denaturalisation
  1. A nation has the right to renounce its citizenship voluntarily, at its discretion, for any purpose and at any point in time.

  2. A nation may be deprived of citizenship by the Emperor for reasons concerning national security, criminal conduct, disloyalty to the Empire, or other matters deemed contrary to the interests of Pax Imperialis.

  3. Citizenship status may be suspended and reviewed at the discretion of the relevant officer.

  4. A nation risks deprivation of citizenship if that nation is:

    1. Found to have conducted significant misconduct in another region.

    2. Expressed a lack of loyalty towards the Emperor.

    3. Convicted of a crime within Pax Imperialis.

    4. 'Moves' to another region, even temporarily.

    This list is not exhaustive and is not limiting of potantial justifications for the denaturalization of a nation.

  5. A nation that is at risk or is in the process of denaturalization shall be notified of its denaturalization prior to the completion of the denaturalization process.

    Article IV: Presentation and Schedule

  1. This bill shall come into force upon imperial assent by the Emperor of Pax Imperialis.

  2. This bill shall be rendered null and void upon assent of the Emperor of Pax Imperialis.

  3. The prescriptions of this bill shall be presented to the public via a factbook(s) created accordingly.
