Time for the Defenders to unite

Looking at NationStates today, I'd say the biggest threat to universal enjoyment of the game is raiders.
Uninvited (non-roleplay) attacks on small, weak regions are a common occurrence these days, and the raiders' tendency to vandalize factbooks and suppress local communication (the bulleting boards) is offensive to say the least.

We have wonderful Defender regions in NationStates, who will charge to the rescue if they become aware of a threat, but they lack structure. Not everyone knows a Defender, and not every Defender region is immediately available, allowing the hateful raiders to continue their harassment of weaker regions.

Surely it is possible for the Defenders to reach common ground and set up:
#1 - a communications network, so everyone can request Defender assistance, and
#2 - a dispatch system or even a roster, so that when the call for help comes in, the Defenders can react with efficiency and speed.

Arranging for #3, espionage, would also be quite good. If the Defenders could get a joint council going, any information gained through espionage could be disseminated quickly and efficiently to every member region.

Battles and indeed wars are won through four factors:
1 - Superior organization
2 - Superior information
3 - Speed
4 - Power
You have 3 and 4, dear Defenders! Now please use 1 and 2 and bring it all together.
I know we of NationStates are separated by thousands of ideologies, but let our cause unite us: a NationStates where a raider can't ever again put a toe out of line without immediately having it STAMPED ON!
