RPS constitutional powers

Delegate Powers:
The WA Delegate is essential in ensuring RPS stays alive, but there are restrictions.

a. The WA Delegate may:

1. Choose, open, and close embassies.
2. Appoint officers with RPSMOD 2/3 vote approval.
3. In a state of major emergency, assume Leader powers for 1 day, if allowed by the Leader.

Please note, anything not explicitly said is illegal and a vote of citizens will be organized to decide if their actions were justified.

b. Actions that ARE absolutely illegal:

1. Abuse their powers, including but not limited to:
a. Overriding the Leader in governance.
b. Using delegate powers not explicitly granted by the Leader or this Constitution.
c. Dismissing officers without permission from the Leader or a 2/3 RPSMOD vote.
d. Dismissing the Leader, changing RPS’s name, or dismissing RPSMODs.
e. Engage in RMB spam.
f. Act without consulting the RPSMODs.
g. Act against the Leader.

Leader Powers:
The Leader of RPS has near complete power over RPS and its government.

a. The Leader may:

1. Choose WA Delegates and dismiss them at will. (Leader Nominates delegates and fires them with the use of a dispatch titled "hiring [Nation]#[/Nation]" or "firing [Nation]#[/Nation]", ensuring nations know the chosen.)
2. Disband or unite the RPSMODs with majority approval from a vote of citizens. (A vote from citizens may veto this; if vetoed, the mods remain, a new attempt may be attempted the next week. New mods must be approved by the existing mods in a vote.)
3. Speak on behalf of RPS.
4. Declare war with the approval of the RPSMODs.
5. Rewrite the Constitution, as long as it is approved by a majority vote of citizens. (If the mods or Delegate declare it unjust, they may overturn it.)
6. Pause the RP in a state of emergency.
7. Begin a new season of RP after citizen approval (majority vote required; if the mods or Delegate declare it unjust, they may overturn it).
8. Hire and control regional officers, excluding RPSMODs.
9. Choose powers across RPS and its server.
10. Operate and moderate the RMB, embassies, officer positions, and the powers granted to each officer.

RPSMOD Powers:
The RPSMODs exist to keep RPS in order but are also subject to checks and limits. There may only be three (3) RPSMODs at any time.

a. The RPSMODs may:

1. Vote (2/3 among themselves) to disband or remove the Delegate.
2. Override polls, including those created by the Leader.
3. Override Leader or Delegate actions with a majority vote of legitimate citizens (the vote must be approved by a 2/3 RPSMOD vote).
4. With a 2/3 vote, remove the Delegate.
5. Update, operate, and control RPS’s government as needed, as long as their actions do not cause conflict or disobey the Leader or Delegate.
6. Operate and moderate the RMB, officer placement, monitor officers, and report important issues to the Leader and/or Delegate.
7. Moderate the RP and RMB to ensure RPS rules are not broken.
8. With a 3/3 vote, remove citizenship, fire officers, and/or banject nations at will. (Please note, a banjection of residents by the mods can only be done once every 15 days, with the exception of raiders and fascists.)

b. The RPSMODs may NOT:

1. Abuse their powers to cause suffering or allow fascism or racism.
2. Accept or encourage bribes.
3. Commit invalid actions; doing so will result in the immediate firing of the RPSMOD responsible.
4. Harass residents.

Rules That Apply to Everyone:

Do not break site rules. You will be fired.

Do not break RPS rules. You will probably be fired.

Do not abuse your power. You will be fired.

No one may move the Leader’s nation from the top of the list or the WA Delegate’s nation from second in the list.

No one may work with or help fascists.

No one can abuse their powers, including but not limited to:
a. Overriding the Leader in governance.
b. Using delegate powers not explicitly granted by the Leader or this Constitution.
c. Dismissing officers without permission from the Leader or a 2/3 RPSMOD vote.
d. Dismissing the Leader, changing RPS’s name, or dismissing RPSMODs.
2. Engage in RMB spam.
3. Act without consulting the RPSMODs.
4. Act against the Leader.
5. Force a mass moving of residents.
6. Bribe the mods.
7. Cause an unfair vote.
8. Be the WA Delegate.

Powers that all officers have:

To suppress discriminatory or misogynistic posts.

Run polls, start votes, and report suspicious behavior to the Leader and/or Delegate.

If the Delegate, an RPSMOD, or the Leader CTEs, is fired, or leaves:
• If the Delegate: The Leader chooses a new Delegate. If the Leader does not wish to choose, they may allow the RPSMODs to decide or open a poll among residents. Even if the poll’s winner is clear, the Leader is not required to appoint them.
• If the Leader: Their chosen successor takes over. If there is no successor, the WA Delegate may become the next Leader. If the Delegate declines, the RPSMODs may, with a 2/3 vote, choose one of themselves as the new Leader. This choice must then be approved by a majority of RPS citizens. If the Delegate suspects the RPSMODs of using alts to rig the vote, they may declare it invalid, preventing that RPSMOD from running for Leader for 30 days. After 30 days, they may run again, provided no new Leader has been chosen.
• If an RPSMOD: The Leader appoints a new RPSMOD unless the remaining mods vote 2/3 not to allow it. In that case, the Leader opens a poll that the MODs may also unnaprove.

Successor Announcement:
Now, I am sure you are wondering who my successor will be.

After much thought, I cannot appoint Rigogley or Paro, as I do not know them in real life.
My dearest friend Cornacopia, I trust you deeply, but I know how much you dislike bureaucracy, how little time you can spare, and how stressful leadership would be for you.

That leaves Nyxaraian and Belgium2.

I have chosen Nyxaraian as my successor.
