Khamen Union | Charter
We, the People of the Khamen Union and Apple, in order to establish a sovereign and tranquil region,
Establish rights for citizenry to represent their nation,
Enforce stability throughout our region,
Provide the region as a safe and secure frontier;
Hereby establish this Charter as a supreme law for the Khamen Union.
THE UNION
The government of the Khamen Union shall be based on the principles of governance, accountability, and stability. All officials and public servants shall be held to the highest standards of integrity and ethics. The following are the foundational principles guiding governmental conduct, which officials are expected to uphold at all times.
I.I.I The Khamen Union shall be constituted as a Union forged by nations that emerged from the lawless frontier wasteland, founded upon the principles of security, effective governance, and stability.
I.I.II Executive authority shall be vested in the Administrator, who shall exercise their powers in accordance with this Charter to maintain order and tranquility. The Administrator may
not unilaterally alter this Charter or override citizen votes on legislation.
I.I.III The Khamen Union is committed to fostering a sense of community, providing guidance, and establishing a structured and creative society within NationStates.
THE GOVERNMENT
The Khamen Union shall base its governing principle on communications, cooperation between community, and efficiency to ensure the Union continuous function as a hub of creativity.
II.I.I The Administrator shall be considered the head and supreme authority of the Khamen Union.
II.I.II The Administrator shall appoint their successor prior to departure from office. Should the appointed successor be unavailable or decline, succession follows the order established in this Charter.
II.I.III The Administrator has the right to ensure the continuous functionality of the region by executing their duties:
II.I.IIIa Appoint and dismiss any member within the Ministry
II.I.IIIb Establish and abolish Ministries as necessary to maintain the functions of the Khamen Union
II.I.IIIc Manage gamesite and offsite infrastructure (e.g., Discord server, factbook, dispatch) belonging to the government of the Khamen Union
II.I.IV If any member of the Ministry is absent or incapacitated without a substitute, the current Administrator shall assume their responsibilities until a replacement can be found.
Section II: The Union Aide
II.II.I The Union Aide shall serve as the second-highest ranking authority of the Khamen Union, acting as the most trusted advisor and Co-Administrator of the Union.
II.II.II The Union Aide shall act as the Administrator if the Administrator is suddenly incapacitated or is otherwise incapable of performing their duties.
II.II.III The Union Aide may exercise powers equivalent to those of the Administrator, but only with explicit permission granted by the Administrator.
II.II.IV Should the Administrator cease to exist without having appointed a Successor, the Union Aide shall automatically assume the role of Administrator.
II.II.V The appointment of the Union Aide shall be made by the Administrator and may be revoked at any time.
Section III: The Ministry
II.III.I The Ministry is an administrative body consisting of Ministers who are responsible for overseeing specific duties of the Union, such as:
II.III.Ia Minister of Internal Affairs, responsible for ensuring the internal security of the region and overseeing the enforcement of the Executive Conduct as stated in the regional law Dispatch.
II.III.Ib Minister of Foreign Affairs, responsible for managing interregional relations of the Khamen Union by forging embassy ties and maintaining foreign diplomacy.
II.III.Ic Minister of Roleplay Coordination and Cartography, responsible for managing and ensuring the functionality of the Worldbuilding project.
II.III.Id Minister of Communications, responsible for maintaining normalcy and decency within the Regional Message Board (RMB) General section, as stated in the regional law Dispatch.
II.III.II Each Ministry shall be regularly assigned responsibilities by the Administrator.
II.III.III The Ministry exists to ensure the development and stability of the community Union and may be created or dissolved as deemed necessary.
II.III.IV Should both the Administrator and Union Aide positions become vacant with no available appointed successor, the Ministry shall appoint a new Administrator by majority vote within 7 days.
THE CITIZENRY
All citizens considered equal and shall be treated with fairness and dignity by all governmental bodies, which no government officer shall violate, damage, or undermine in any manner.
III.I.I Any nation fulfilling all of the following conditions shall be automatically recognized as a citizen of the Khamen Union:
III.I.Ia Must be a member of the World Assembly (WA).
III.I.Ib Must be endorsing the current Administrator.
III.I.Ic Must have resided in the region for no less than 5 days.
III.I.II No citizen of the Khamen Union shall be harassed or discriminated against on the basis of nationality, race, ethnicity, disability, gender, or socioeconomic status.
III.I.III All citizens have the right to participate in and represent themselves within the government of the Khamen Union.
Section II: Freedom of Assembly
III.II.I All citizens of the Khamen Union shall have the reserved right to criticize, assemble, and express discontent regarding any injustices or concerns within the government.
III.II.II Citizens may express and establish organizations or political parties, provided they are beneficial to the region and community, and are not malicious to the stability and integrity of the Union.
Section III: Freedom of Speech
III.III.I All citizens of the Khamen Union are guaranteed the right to freely discuss topics and express their opinions, provided such expressions do not contravene the foundational principles of the Union, the
NationStates OSRS, server guidelines, the 
Discord Terms of Service, or any other relevant guidelines.THE LEGISLATIONS AND AMENDMENTS
The regional laws and the content of this Charter shall be altered through the will of the citizens of the Khamen Union.
IV.I.I All legislative power shall be vested in the Ministry.
IV.I.II Legislation may be proposed or revoked by any member of the Ministry.
IV.I.III All proposed or revocations of legislation shall be presented to citizens for a vote lasting no less than 3 days. Legislation passes with a simple majority of votes cast.
Section II: Amendment
IV.II.I When the majority within the Ministry deem it necessary, the Ministry shall propose amendment to the regional Charter.
IV.II.II All proposed amendments shall be voted on by citizens for no less than 3 days. Amendments must receive a simple majority of votes cast to be enacted as official regional law.
Section III: Voting Process
IV.III.I Voting on regional legislation or amendments shall take place through official regional polls, where only votes cast by registered citizens shall be counted.
IV.III.II All polls regarding regional legislation and amendments must reach a simple majority of votes cast to be enacted.
