[ENACTED] Constitution of Lacia/Roses without Thorns
Article 1. Basic ProvisionsThis Constitution establishes the region and properties of Lacia.
Lacia shall consist of the region of Roses without Thorns as well as: any nations required to operate the government, any offsite platforms that are created in reference to the original region (such as a regional Discord), and any new regions created for the purpose of operating Lacia.
Lacia shall take a neutral stance on matters involving raiding and defending, but may raise a regional army to defend itself if necessary.
While Lacia shall be officially ideologically neutral, it shall be noted that fascism, homophobia, racism, etc. as well as sympathizers to these hateful ideologies are strictly banned. The out-of-character administration shall have full power to remove individuals who subscribe to those ideologues at any time as necessary.
To become a citizen, nations must join the World Assembly and endorse the President. Exceptions may be made by the President for nations that can prove the location of the nation they have in the WA.
Nations that reside in Lacia and have completed the lawful citizenship process are citizens of Lacia and shall be afforded the following rights:
The right to reside in Lacia and operate their nation as they see fit.
The right to respectful free speech (see A1.4)
The right to participate in regional activities (e.g. roleplay, events, etc.)
The right to participate in elections (vote in, run in, campaign for, etc.)
The right to equal treatment under the law
This Constitution, on its enaction, shall become the most basic law of Lacia, and hold authority over all other laws.
Article 2. Government and Laws
The governing authority of Roses without Thorns shall be invested in the government of Lacia, which shall be headed by the President.
The President of Lacia shall also serve as the World Assembly Delegate of Roses without Thorns, and shall be elected to their position once per election cycle, or once per month.
Optionally, the President may run with a Vice-President, who shall succeed them if they resign, and shall be Vice-Delegate and have the second most endorsements in the region.
The President is empowered to appoint Ministers to areas of specific interest in order to assist in the development of these areas.
In addition to the President, there shall be one Gold Officer, two Silver Officers, and two Bronze Officers.
Each tier of officer has lessening administrative powers; for example the Gold Officer may freely banject persons so long as they provide a written reason to the President (these bans may still be undone), the Silver Officers must agree on a ban with either each other or the President; and the Bronze Officers are not permitted to issue ejects or bans.
If four of the five officers agree, the President may be sent to impeachment; this requires a written reason, concrete evidence, and a referendum among all citizens that must pass by a two-thirds majority.
Each of the officers are elected once per election cycle (or once every month), by majority; any citizen may declare their running, and the top two candidates shall be elected to the post (in the case of the Gold Officer, only the top candidate).
Any citizen may propose a law be passed, amended, or nullified through referendum. A referendum must last three days and be open to all citizens. Should it pass with a simple majority, the law must then be approved by the President, after which it enters into effect.
Article 3. Amendments
The Constitution may be amended through the following process, listed in order:
Proposal of the amendment by any citizen
Two-thirds referendum majority
Confirmation of legality by any member of the Citizens Council
Approval by the President
Should the amendment pass by consensus at any stage, the President’s approval shall not be required.
