Recommendation

The OWL recommends voting $FOR$ the proposed Security Council resolutions entitled Repeal: "Condemn The Black Hawks". The Delegate has been asked to cast their vote accordingly.

Please find below the Office's Analysis for an examination of the resolution and the reasons for the final recommendation.


The Office's Analysis
This resolution at-vote will repeal SC#52, the former of two resolutions that "condemns" a raider region that TSP has fully proscribed for their attempted actions against Linkour democracy and Linkour allies. It follows the successful repeal of SC#217 a few weeks earlier.
As OWL has pointed out in its previous analysis, the "condemned" region far from deserves this badge from the SC, given that it draws its ill-deserved reputation from its longevity rather than any real competence it has as an organization. In particular, as the current resolution at-vote clearly spells out in great detail, SC#52 is by far one of the most poorly-written resolutions to have passed in the SC, even by the nascent standards of the early 2010s WA. The target resolution not only fails to name any region which the "condemned" organization has threatened in the past, but further relies on misleading claims about the purported threat of raiding to the ability of the SC to pass resolutions without fear of reprisal, which has proven to be false in the years that have past since.

For the above reasons, OWL once again fully supports and recommends a vote FOR the current resolution at-vote, "Repeal "Condemn The Black Hawks"".
