Obligatory Nudity

Early on there were no public nudity laws, and all citizens did as they pleased. This changed when it was brought to the government's attention that there was an alarming number of people who perpetually and habitually covered their bodies, with the areas seemingly chosen at random. Several "Strip Clubs" began to appear, paradoxically catering to perverts who go around enrobed. Because studies showed this was harmful to society, especially children, clothing was officially banned. However, these laws are rarely enforced, as few people ever routinely violate them. What is more likely to be prosecuted is any citizen suggesting or reccommending clothing to another, including or especially their offspring. Instances of costume wearing for celebrations are generally overlooked by law officials, and "streaking" past crowds of people while wearing clothing is seen as a harmless prank that works purely on shock value. For the most part, a person expressing the wish to wear clothing is seen as dishonest, so cultural pressure is the only enforcement necessary. This is common in Otaku Stratus, as part of the general philosophy of "DIY government."
