I. Proclamation

The People's Republic of Lutrary and the Soviet Union of Alzarikstan have come to a high priority, covert technological agreement regarding dual use technology that encompasses civilian and military application advancements. Per the highly sensitive covert agreements, due to the technological advanced capabilities of Lutrary across STEM-based technology and weapon systems, the USSR will be acquiring Misheneto STEM engineers to come to the USSR and work with the Soviet defense industry to combine Soviet and Western technologies, weapon systems, equipment, and methodologies. The USSR, per the agreement, is to send experts to Misheneto facilities as well to work at multiple sites.

Understanding the severity of this initiative and its relation to national security will require tighter security measures to ensure the covert nature of the operation. Per the agreement, any and all projects and products that are established through these joint research and development projects, Misheneto will have full permission to utilize the technology and systems. New facilities are to be constructed and operated within the Ontairo region toward the Arctic and around the Great Lakes and additional facilities to be constructed in the Caucasus, Central Asia, and Siberia.

Regards to enhanced security measures, extensive background checks and stringent rules and regulations for individuals that are allocated to these projects are to be implemented and strictly enforced and must receive approval from both nations. Communal living communities are to be constructed on base effective immediately so that researchers are not easily accessible. Per agreements across the strategic levels between both nations, this protocol is to be handled with the highest sensitivity with select officials only knowing of its existence. Technological advancements for civilian and military applications are crucial for ongoing operations to position the USSR as a preeminent nation.
