Charter of Romani Pioneer: Creation of Magnus Caesar

Written in the mid fifth century, this charter is what led to the creation of Magnus Caesar. Initially only a few hundred families braved the trek north to abandoned Hunnic lands in the caucuses. Heraclius I, in a bid for the Roman Throne, granted near full autonomy to Magnus Caesar in the Treaty of Perpetuum, while the usurper Phocas hesitated in even affirming the original Charter of Romani Pioneer. In a further Treaty, Justinian II also tried to gain Magnus Caesarean favor through the granting of full autonomy in 698 AD in a desperate bid to regain the Eastern throne through a different treaty yet to be fully analyzed.

Citizens and subjects of Roman Authority may with all haste endeavor upon the creation of a safe haven. Under the authority of the Republic and Augustus, Romus Gudervus, is given fully authority to implement the creation of Caesar's pioneer refuge.
